JAY ZIMMERMAN Director Subject: Compliance Inspection Report Plantation Pipe Line Permit#NCG510542 Groundwater Remediation Gastonia, Gaston County Dear Mr. Krejci: On September 7, 2017, the Mooresville Regional Office (MRO) performed a compliance inspection of the Remediation System at the Plantation Pipeline facility located at 2740 S. New Hope Road Gastonia, to determine compliance with remediation activities as per permit #NCG510542. The MRO would like to thank Mr. Mike Seean, Mr. Scott Smida and Mr. Joe Marlowe for their assistance during this site visit. Enclosed is a copy of the site inspection report. The system is online and performing at levels consistent with the active permit for this facility. Laboratory data indicates the system is being effective in the reduction of petroleum constituents. The continued monitoring of the system is recommended. NCG510542 111 121 17/09/07 117 18 ICI Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On September 7, 2017 Edward Watson of the MRO conducted a compliance evaluation inspection for NPDES permit NGC510542 at the Plantation Pipeline facility in Gastonia, N.C. During the inspection, MRO staff observed the installation of piping for and Air Spargre System that is permitted under W10300342. Photos of the trench and line are in the electronic file. The treatment trailer is equiped with a SCADA system that is connected to the ORC's cell phone. The SCADA system will alert the ORC of system failures. The system will allow the ORC to re -set certain alarms without having to visit the site. The MRO has requested a copy of the spent Activated Carbon Manifests to be submitted via email as part of record keeping and suggests that a copy of the waste manifest be kept on site as part of the regular O&M records. MDS files were also present and available for review. Calibration records for the Flow meter at the effluent discharge were observed to be up to date and the calibration date was clearly marked next to the flow meter. Laboratory records were reviewed. Laboratory records indicate the treatment system is being effective at reducing BTEX and MTBE. There is only one outfall for this facility. During the site visit, the outfall was observed the be free of solids . foam and odors. The MRO also viewed RW-1 well. A note was made to cover the exposed wire observed at the well head. MRO also requested that the other RWs be checked for any exposed wiring and have those wires covered. Overall, the site was found to compliant with the permit.
