Comments on Draft Permit
This facility was issued an NOV after an inspection in May 2018. The NOV stated that the lagoon
had not been maintained, noting woody vegetation, animal burrows, and erosion on the slopes.
MRO recommended that an engineering evaluation to determine the integrity of the system was
needed. The NOV also noted that the effluent pipe location was unknown, and advised that the
permittee needed to locate it.
UCS, Inc. determined that the effluent structure was leaking and was not properly operating.
MRO staff developed a compliance schedule for the facility, but the facility did not meet the
deadlines. Another NOV-NOI was issued in December 2018 for the ongoing violations. UCS,
Inc. did not respond to DWR attempts to make contact. A Civil Penalty was assessed ($9,683.68)
in April 2019, which remains unpaid.
In this renewal, conditions were added to the permit to require steps to be taken toward
compliance.
➢ Added regulatory citations
➢ Updated eDMR requirements
➢ Updated permit map
➢ Added HUC and Stream Index # to the outfall description on the supplement to cover
page.
➢ A special condition was added to require an engineering assessment by an NC licensed
Engineer
➢ A special condition was added to require monitoring wells to be installed in locations
approved by the MRO

Ms. DelDuco,
I appreciate the opportunity to review the subject draft NPDES permit and have included my
response below in bold to satisfy the new paperless standards.
I concur with issuance of the above permit as I have no appreciable expertise in implementation
of the Clean Water Act requirements and have minimal understanding of the information
provided. As a result. I have no basis for opposing the permit.
(The nearest downstream raw water intake for a public water system is associated with the Town of
Dallas and is located approximately 9.2 miles downstream.)
If you have any questions or need any additional information, please let me know.
Sincerely,
Clint

Hi Clinton,
NCO022934 / UCS Main Plant is a Grade I Biological wastewater treatment facility in Gaston County
which discharges into South Fork Catawba River [Stream Segment 11-129-(3.7)], currently classified
WS-IV waters.
Please take a moment to review this draft and send me any comments when you are able. The final
permit is ready to be issued pending your approval.
Please note that we're transitioning to paperless communication. As such, NPDES will no longer
send the separate approval memo for PWS comments on this permit draft. The email response from
you (or another PWS contact) will suffice to document the draft permit review by PWS.
Thanks for your help, and let me know if you have any questions.

Greetings,
This is in regards to the NPDES wastewater permit for UCS Inc. Main Plant

In order to provide more convenience, control, and security to our permittees and assist
them in processing their transactions, The Division of Water Resources is currently
transitioning towards electronic correspondence. This will hopefully provide more
efficient service to our permittees and other partners and will allow us to more
effectively process and track documents. We are writing to ask you for your approval
of the transmittal of documents related to your permitting and related activities with the
Division in an electronic format. Documents will be emailed to the appropriate contact
person(s) in your organization in a PDF format.
Please respond to me through email with verification that transmittal of your
