SUBJECT: Yadkin-Pee Dee River Hydroelectric Project No. 2206
Submittal of 2007 and 2008 Dissolved Oxygen Enhancement Plan Studies for the
Tillery and Blewett Falls Hydroelectric Developrents
Dear Secretary Bose:
Please find enclosed the 2007 and 2008 reports detailing Progress Energy's dissolved oxygen (DO)
Enhancement Plan studies for the Yadkin-Pee Dee River Hydroelectric Project (FERC No. 2206),
Tillery and Blewett Falls Hydroelectric Developments. These reports are being provided to assist the
Commission's ongoing Section 7 Endangered Species Act consultation process of shortnose sturgeon
for the Project with the National Marine Fisheries Service. In addition, these reports provide an
update the Commission on Progress Energy's schedule for meeting state water quality standards for
the Project as specified in the Water Quality Certificate (WQC) issued by the N.C. Division of Water
Quality on September 30, 2008 (No. 3730 modl). These reports have been previously submitted to
the NCDWQ.
These reports' results indicate that Progress Energy is on schedule to meet the 401 WQC compliance
date of December 2011. Dissolved oxygen verification trials for 2009 have been recently completed
and the results of this year's trials will be provided to the NCDWQ and the Commission once the
data are analyzed and the report finalized. Progress Energy will select the appropriate DO
enhancement technologies for both hydroelectric developments and implement those technologies
within the next two years.
