Impact Justification and Mitigation 1. Avoidance and Minimization 1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The culvert proposed for use is the minimum size possible to safely replace the existing rusted oil barrel that is currently serving as a culvert on site. Rather than construct a new crossing the existing crossing is proposed to replace the old culvert there by maintaining the existing crossing which results in only 0.007acre of permanent impacts to wetlands and 23.58 feet of stream disturbance. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. An existing crossing is being utilized in order to prevent the need for a new crossing to be built. The culvert dimensions were kept to the minimum possible in order to result in the least amount of impacts from replacing the failing culvert. 2.
