Dear Mr. Redding:
On September 14, 2020, Rebecca Chandler of the Division of Water Resources Winston-Salem Regional
Office (DWR) conducted an announced, annual compliance inspection of the above referenced Certificate of
Coverage of the Animal Waste General Permit (Permit). The following deficiencies of the Permit were
documented:
Vinintinnc-
1. Permit Condition 111.1 requires that an inspection of the waste collection, storage, and treatment structures
be completed at least monthly and after all storm events of greater than 1-inch in 24 hours. The inspection
showed that you are not completing your records to document that such inspection have been completed.
Please ensure that the Animal Waste Management forms are thoroughly completed and include your initials
to certify an inspection of the animal waste system after all rainfall events greater than 1-inch.
2. Permit Condition 11.23 states that "the Permittee shall consider pending weather conditions in making the
decision to land apply waste and shall document the weather conditions at the time of land application on
forms supplied by or approved by the Division." The inspection showed that you are not including
documentation of weather conditions during application events (i.e. weather codes). Immediately begin
utilizing the most up-to-date Animal Waste Application forms which include a location for weather codes.
