The City of Newton was inspected on EPA and DEMLR on December 9, 2018. As a result, the City was issued a Notice of
Violation. In response to the NOV, the City has conducted a self-audit using the DEQ standard MS4 Permit Compliance
Audit Report Template. The audit evaluated the City’s compliance with the permit conditions found in Part II Section B:
Public Education and Outreach; Section C, Public Involvement and Participation; Section D: Construction Site Runoff
Controls. The City has developed a Stormwater Management Plan (SWMP) which details specific actions, measurable
goals, and implementation timelines to bring the stormwater management program into compliance with NPDES MS4
requirements over a 5-year period. The Stormwater Management Plan and NPDES Phase II permit was issued on
February 12, 2020. The first year reporting will address the time period of February 12, 2020 to June 30, 2021. Should
