The project involves replacing the existing bridge(Bridge no.8)on NC 704 over the Dan River.The existing land use is rural,forested with sparse agriculture and residences.There is
also an existing WRC access point on the southeast side of the existing bridge which will be maintained in its current location.

The North Carolina Department of Transportation(NCDOT)has proposed the replacement of Stokes County bridge#8 on NC 704 IiWY over Dan River.The proposed structure is a
1@80',2@110'39"box beam bridge with 4'end caps.The existing bridge is 3@58',1 @57',and 1 @56'concrete deck on concrete bents with concrete abutments.The new alignment
will be shifted slightly to the north.

E. Impact Justification and Mitigation
1.Avoidance and Minimization
1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
No deck drains will be used on the proposed structure educing stream pollution associated with highway runoff.Impacts to the river have been
minimized to the greatest extent practicable,minimizing the instream bents to one.An offsite detour was investigate.Due to the length of the potential
detour and longer response times for emergency vehicles,Stokes County emergency personnel did not support an offsite detour.Therefore,the
project will be constructed on a new alignment just to the north of the existing bridge.
lb.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
The erosion control plan has been designed in accordance with NCDOT Design Standards in Sensitive Watersheds.The project has several other
additional commitments in the Biological Assessment for the James Spiny Mussel this include use of diapers when fueling equipment adjacent to the
river,submittal and approval of the bridge demolition plan,and preconstruction mussel surveys and relocations to name a few.A complete list can be
found in the attached Biological Assessment and Biological Opinion.
