The proposed buffer impacts consist of 7,049 sq ft (Z 1:3,726 sf & Z2:3,323 sf) resulting from the construction of the greenway trail and sanitary sewer connection. The proposed project will consist of a multi-use sports complex with a greenway trail. The project is located east of Glenn Laurel Road, approximately 2000 if south of the intersection of NC 42 and Glenn Laurel Road (Latitude: 35.639711N; Longitude: 78.417186W), in Clayton, Johnston County, NC. The site contains an unnamed tributary to the Neuse River, and is located in the Neuse River Basin. The Water Quality Classification for the onsite feature is: WS-IV; NSW, and the Cataloging Unit for this site is: 03020201 and the Stream Index Number is: 27- (38.5). Project History The onsite wetlands were approved by Thomas Brown with the Corps of Engineers on April 21, 2010. A copy of the JD Tearsheet and signed Wetland Surveys have been provided as an Appendix to the PCN. On May 4`h, 2009, Martin Richmond with DWQ conducted a site visit to confirm W&R's buffer determination. A copy of Mr. Richmonds Buffer Determination Letter will be provided to DWQ upon receipt. Avoidance and Minimization Prior to designing the proposed project, a wetland delineation was conducted so that impacts to "Waters" and buffers could be minimized. The greenway's stream crossing has been designed to cross streams and their buffers at a perpendicular angle to minimize impacts to buffers. The design of the greenway has utilized elevated pedestrian bridge crossings to avoid impacts to wetlands and streams. Since the proposed sewer must be located within the existing easement, parallel impacts to riparian buffers could not be avoided. Mitigation Since greenways are considered an allowable activity in the buffer, there is no mitigation proposed for buffer impacts from the greenway. In order to mitigate for 2,206 sq ft impacts to Zone 1 from the construction of the sanitary sewer line, the applicant proposes to purchase 6,618 sq ft of riparian buffer mitigation within the Lane Island Mitigation Bank (DWQ #08-0510 v3). A copy of the Letter of Reservation for the proposed mitigation has been provided as an Appendix to the PCN. The applicant will provide payment for reserved mitigation upon issuance of the permit. A copy of the receipt of payment will be provided to DWQ upon receipt. The current request is for 7,049 sq ft of impacts to riparian buffer impacts (see the attached maps and PCN for details).
