EXPRESS REVIEW ACCEPTANCE LETTER

On March 2, 2010, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification to the
City of Charlotte to place fill within ur utlicrwise impact 256 linear feet of pcreanial stream for th:'
purpose of constructing the proposed road realignment in Mecklenburg County.
On June 2, 2010 the 401 Oversight/Express Permitting Unit of the DWQ received a request from Mr.
Chris Estes of Estes Design, Inc., for acceptance into the Express Review Program regarding a
modification to the Stormwater Management Plan (SMP) associated with the proposed development. This
letter advises you that your project will be accepted into the Express Review Program once the following
items are received:
1) The application fee of $500.00 [for SMP Modification with one (1) to two (2) drainage areas, made
payable to the North Carolina Division of Water Quality];
2) Stormwater Management Plan:
a. Three copies of the Stormwater Management Plan Application available at

b. Three (3) copies of all supporting information to this project including:
i. Revised design calculation sheets for proposed BMP(s) sized for both on-site and off-site
drainage, if any;
ii. Revised BMP Supplement for proposed BMP;
c. Three copies of full size plans (with detailed construction information) shall include the
following:
i. Revised site plan with existing and proposed contours and delineated drainage areas to
the BMPs;
ii. Plan views and cross sectional details of the BMP(s) with elevations;
3) Culvert:
Please submit culvert design information including
i. The hydrological analyses and hydraulic design information;
ii. Plan and profile views showing streambed and any outlet protection measures.
4) One (1) data CD of full size plans in TIFF Group 4 format (black and white, not grayscale or color).
If the plans are too large to store in TIFF format, they can be stored in PDF.
A pre-application meeting is NOT required prior to the submittal of your completed application package
since this is a modification. The clock for this project will not start until receipt of the completed
application package and required fee are received. If the impacts are greater than indicated on the Initial
Interest Form and/or the services are different, you may be required to remit an additional fee. If you
