Directions to site: From the jct. of Ellis Cross Road and Hollywood Road in northeastern Rowan County, travel south on Hollywood Road �:-- 1.2 miles to the junction with Grubb Ferry Road. Turn left onto Grubb Ferry Road and travel = 0.2 miles to the entrance to the City of Salisbury WWTP. The site is currently accessed by using existing dirt roads that lead from the WWTP site to the effluent disinfection/dechlorination/outfall structure. Once the facility begins operation, the site will be accessed via a new road that will connect with Grubb Ferry Road adjacent to the City's Sludge Storage building located :z 0.5 mile north of the junction of Grubb Ferry Road and Hollywood Road. 6. Describe receiving stream features and pertinent downstream uses: The point of discharge is into a small channel that appears to exhibit intermittent stream characteristics (not as yet verified by the ACOE). Immediately downstream of the charnel is a wetland complex that drains to Grants Creek. The discharge would feed into this wetland complex before eventually reaching Grants Creek (see Part IV). r.. Page Two PART II - DESCRIPTION OF DISCHARGE AND 'TREATMENT WORKS a. Actual treatment capacity: 1.0 MGD (Design Capacity) b. Current permitted capacity: N/A (proposed) d. Description of existing or substantially constructed WWT facilities: There are no existing WWT facilities. e. Description of proposed WWT facilities: The applicant proposes to two settling basins connected in series to filter the return water prior to discharge. f. Possible toxic impacts to surface waters: There are no toxic impacts expected from the operation of this treatment system. If coagulant additives are necessary to effect compliance, then approval of these products will be required prior to their use. 2. Treatment plant classification: Class I (proposed). 3. PART III - OTHER PERTINENT INFORMATION Special monitoring or limitations (including toxicity) requests: The applicant has applied for coverage under the General Permit for sand dredging. PART IV - EVALUATION AND RECOMMENDATIONS Carolina Sand, Inc. (CSI) has applied for coverage under the General Permit for sand dredging for a site adjacent to Grants Creek near the confluence with the Yadkin River. CS plans to mine accumulated sand both above and below where Grants Creek enters the Yadkin and market this sand for sale. The proposed CS wastewater treatment facility would be constructed on a piece of property which has been leased from the City of Salisbury and is partially occupied by the City's Grants Creek WWTP. CS has proposed to discharge up to 1.0 MGD of treated water from proposed settling basins into a UT to Grants Creek. At the time of the initial site investigation (March 2nd) and on a follow-up visit (March 1 lth), this UT was observed to have flow due to recent heavy rainfall events. Stream characteristics, however, are more typical of an ephemeral (and possibly) intermittent chantiel, with flow predominately driven by rainfall events. Given this scenario, MRO staff has concern with regards to the release of up to 1.0 MGD of wastewater into a channel that may not be sufficient to handle this quantity of water. Field observations note the potential for scouring of the channel, resulting in sedimentation loss and down stream channel degradation. Immediately below the proposed point of discharge, the channel empties into a floodplam area that captures overflow water from Grants Creek and the nearby Yadkin River during heavy rain events. There was an extensive amount of water standing in the flood plain during the March 1 lth visit and this was documented with photos that have been forwarded to the CO. Any sedimentation loss, either from impacts to the receiving channel or from the proposed treatment work will likely settle into this wetland area resulting in unauthorized fill and possible wetland degradation. Page Three Such being the case, this Office recommends that the point of discharge be relocated to a location where impacts from the release of this amount of water are less likely. Possible discharge locations that should be considered are to the main stem of Grants Creek or the Yadkin River. Either of these suggested locations would avoid the potential impact of releasing a large quantity of water into a channel that is not sufficiently sized to distribute the water to down stream sources. These alternative discharge locations will also avoid potential wetland impacts from sedimentation loss and deposition. To access either Grants Creek or the Yadkin River, CSI may have to obtain approval from the property owner who owns the land between the CSI site and the river (Alcoa), and/or the FERC who regulates that portion of the River (also considered the uppermost portion of High Rock Lake). Pending a satisfactory resolution to this matter, it is recommended that a General Permit be issued for the proposed discharge.
