Corridor Selection
The Southern Portion (Maysville Bypass) of the Project
From Belgrade to Chadwick
1) Purpose of this Meeting: The purpose is to present information to the Merger
Process Team for Alternatives 2C and 2A and review concurrence on Point 3;
2) TIP Description: The North Carolina Department of Transportation (NCDOT)
proposes to improve a 16 mile portion of US 17 between SR 1330 (Deppe Loop
Road)/SR 1439 (Spring Hill Road) south of Belgrade and the New Bern Bypass near
the Jones/Craven County line, south of New Bern to multi-lanes with Bypasses of
Belgrade, Maysville and Pollocksville on new location.
3) Purpose & Need: Improve the capability of US 17 to meet its mandated objectives
as part of the Interstate System, Strategic Highway Corridor Network, and North
Carolina Strategic Corridor System. The existing roadway geometry, projected
traffic, and projected land use conditions diminish US 17's ability to function
efficiently.
4) Merger Process History and Current Project Status:
A. August 24, 2006 Merger Team Informational Meeting -
• The purpose was to present information to the Merger Process Team
regarding the current status of R-2514 and design changes due to the
Strategic Corridor Initiative.
• Team agreed to divide the project into two halves to facilitate discussions
on corridor selection.
• It was determined that the merger process needed to look at CP2A and
that bridging alternatives would be reviewed in the field.
B. November 1, 2006 Field Meeting:
• Held to review bridging alternatives southern section.
• The meeting was successful and bridging lengths were modified to the
Field Recommended lengths.
C. Revised Preliminary Plans:
• The revised plans incorporated SHC revisions (Interchanges, grade
separations, superstreet design) and bridging design and
recommendations from the November 15` CP2A field meeting.
D. February 22, 2007 CP2A & 3 Meetings:
• Held to review bridging options and corridor selection for southern section
of the project.
• Team verbally concurred to eliminate Alts 2 & 2B, but could not reach
concurrence on Alt 2A vs. Alt 2C; the Elevation Process was initiated.
E. March 6, 2007 Field Meeting:
0 Reviewed bridging alternatives for northern section.
• New bridge lengths were recommended in the field and plans were
modified after the meeting.
F. March 7, 2007:
• USACE requested updated Jurisdictional Determination prior to Corridor
Selection
G. April 12, 2007 CP2 Revisited Concurrence Meeting:
• Chadwick to New Bern (verbal concurrence) team verbally concurred to
eliminate all of the alternatives except for Alts 4D and 4E.
H. February 11, 2008:
• Preliminary Jurisdictional Determination issued by the USACE.
• Final Jurisdictional Determination to be prepared after the least-
environmentally-damaging-practical alternative is selected and the
"Rapanos" forms are prepared. (compliance)
May 22, 2008:
• A Merger Process Team Concurrence Meeting was conducted to revisit
CP2 (written concurrence for reduction of alternates for both bypasses)
and CP2A (Chadwick to New Bern).
• Two alternatives were carried forward for each section, 2A and 2C in the
southern selection and 4D and 4E in the northern section.
J. December 12, 2008:
• A Merger Process Team Field Meeting was conducted to observe and
document potential impacts from the two Maysville Bypass alternatives to
Belgrade by Alternate 2C and to the high-quality wetlands associated with
the White Oak River by Alternate 2A.
K. December 16, 2008:
• A Merger Process Team Concurrence Meeting was conducted to
continue discussions on corridor selection for the Maysville Bypass based
on the December 12, 2008 field observations. A majority of the team
reiterated its support for Alternative 2C rather than direct impacts to the
high-quality wetlands on Alternate 2A. The team was unable to concur on
the Maysville Bypass
L. April 16,2009:
• A Merger Process Team Concurrence Meeting was conducted to
continue discussions on corridor selection for the Maysville Bypass.
NCDOT presented the preliminary design for the revised Alternate 2C
with limited control of access during the meeting. Although the stream
impacts increased, the team concurred on the revised Alternate 2C with
limited control of access for the Maysville Bypass.
M. December 1, 2009:
• A Public Meeting was conducted in Maysville to allow local comment on
corridor selection for the Maysville Bypass. NCDOT presented the
preliminary design for the revised Alternate 2C with limited control of
access during the meeting. Citizens were allowed to express their
opinions on the Alternatives.
5) Current Status:
• A Merger Process Team Concurrence Meeting is being held today (May
25, 2010) to revisit CP3 for Alternatives 2C and 2A (Belgrade to
Maysville)
6) Action Items from Previous Meetings and Agency Request (Southern)
Byrd Landfill Disposal Site Violation:
• USACE has concluded that this property could be considered in its pre-
violation condition for the purposes of impact assessment and corridor
selection.
• The Byrd Property is located in the southwest quadrant of Maysville and
adjacent to Bypass Alternate 2C.
Wildlife Underpass:
• The Nature Conservancy, USFWS, USFS, NCDENR, and NCWRC
requested that NCDOT construct a wildlife underpass between Maysville and
the community of Chadwick.
• NCDOT has conditionally agreed to construct a wildlife underpass as part of
the R-2514 highway improvements project.
• NCDOT is waiting for responses from stakeholders regarding design criteria
and provisions
Relocation Determination by NCDOT RM Unit:
Values are calculated and illustrated in this packet comparing alternatives

2010 the Transportation Advisory Committee (TAC) passed a resolution supporting the design
alternative `2A' of the proposed route of the Maysville-Belgrade by-pass that is a pert of the

The DERPO endorses alternative 2A because it will provide for a true `by-pass' of Maysville

EXECUTIVE SUMMARY OF CHANGES TO THE 25 MAY 2010 MERGER MEETING
Wetland impacts remain the same: Alt 2C = 16.74 acres vs Alt 2A = 26.39 acres
Difference is Alt 2A will impact 9.65 acres of medium to low graded wetlands. Of the
9.65 acres, 8.71 acres are located in managed Lpine plantation. P1 // ,,?
Stream impacts have changed: Alt 2A = 1564.69 linear feet vs Alt C = 2206.31 linear feet.
Difference is Alt 2C now impacts 641.67 linear feet more than Alt 2 A, a reduction from
the 966.5 foot difference we've been looking at. A detailed investigation found an error in
DOTs calculations that's been carried through since CP3.
Grave impacts have changed: Alt 2A = 4 graves (Collins-Conway) vs Alt 2C = 41 graves.
Alt 2C impacts 37 graves (Parker-Mills) plus the 4 graves (Collins-Conway); total 41
graves. DOT has been using old data from the DEIS. I found the new numbers, they,
comefrom the archaeological investigation data provided in the Sec 106 review.
The Belgrade Volunteer Firehouse in Alt 2C is not counted as a relocation.
Due to its status as a "non-profit", DOT/ROW does not consider this a reportable
relocation because a firehouse-is not a business or a residence. However, the estimated
cost of obtaining the real estate is included in the ROW cost projections. The cost and
extensive logistics of moving afirehouse are not included, they are negotiated later in the
acquisition process.
All other impacts and numbers in the impact summary table appear to be valid.
5. Select Alt 2A Instead:
(We received numerous responses similar to the following in which they requested Alternate 2A
without a specific reason.)
"Please take another look and use Alternate Route 2A, as I think this would be a much better
route."
"Please do not go with the alt 2c route - instead please go with the original all 2a as promised to
bypass Maysville."
6. Belgrade Community Cohesion:
"...will destroy the Community of Belgrade and divide Maysville and Belgrade."
'What good is a road if it's not designed around the people?"
"Please leave our town in one piece."
"The new route destroys our cemetery, the fire department, the campgrounds, several dozen
homes and numerous properties... If the originally proposed route had been utilized, none of this
would have to happen... The new route ruins Maysville and essentially wipes out Belgrade."

rural towns but we do count. Please do not ruin the town of Maysville, campground, cemetery etc.

Summary of Comments in Opposition to Alternate 2C

1. Petition including 739 individuals against Alternate 2C (collected and submitted
by Mr. Gregg Carpitano, property owner in Belgrade):
"Maysville and Belgrade residents against the destruction of our homes and businesses due to
the route of the road expansion. We do not want all 2C as proposed which will destroy our town,
homes, cemetery, and campgrounds. We have been told since 2003 that route 2A was going to
be the route taken. Now as told to me by Raleigh due to a change in project managers the route
is going to be changed, which is unacceptable to all the signed residents, property owners, and
business owners. Why were we not involved in this change? No one has approached us except
to get ready to move by 2012. The all route 2A would not disturb any homes or businesses.
What is going on??? We want answers, and changes to this horrible plan now!"
2. Petition including 43 individuals against Alternate 2C (collected and submitted by
Mr. John Byrd, property owner in Maysville):
"We, the citizens of Maysville and Belgrade, are concerned about the Hwy 17 Bypass proposal
that will be coming through our communities. We feel the roadway plan that would be more
beneficial for us would be the Alternate 2A plan."
3. Public not involved in Corridor Selection:
"...knew nothing of the route of the road... very surprised to see what is going on."
'We are all opposed at the apparent disregard that we are receiving as far as input on where or
how this highway project should be routed."
"I cannot believe that you the State of NC is trying to pull a fast one, again."
4. Service Life:
"A highway that will be obsolete and useless within 2Y to 5 years. Why not do it right the first
time and use 2A as planned in the beginning."
"...not a good plan... what about a deeper bypass?"
7. Construction Nuisance & Safety of the Community .
"...with the widening of an existing major roadway through the heart of the neighborhood that has
many points of ingress and egress and many businesses in use, the introduction of heavy
construction equipment, trucks and workers will provide for a much less safe environment for both
workers and residents than would be the case for construction that would occur in the wooded
and agricultural areas of Alternate 2A."
"Construction activity such as this will result in noise, mud and dust pollution for a lengthy
duration. This will cause further disruption to the daily lives of the people who live, work and do
business in this community. Please visualize the impact."
8. Business Impacts
"The construction and permanent routing will have a severe negative financial impact on the
livelihood of the businesses currently operating along the corridor. Customers will go to great
lengths to avoid construction congestion and severely restricted access and the loss of business
for those which may survive the construction could be crippling."
9. Wetland Impacts vs. Human Impacts
"To have a little more "impact" on wetlands and/or have that be more costly(?) is a proper and
compassionate expense to bear as responsible citizens of N. C."
"I'm all for being part of the green movement, but it seems a little far-fetched that so many
peoples' lives have to be uprooted in order to save wetlands, (or so I'm told)."
"...urge you to use the alternate route and bypass Belgrade. Please do not disturb our little
community. Surely people and property are more important than a few miles of wet-lands."
"It is widely known that it is not possible to reasonably compare the human personal, physical,
mental and financial impacts or value of the wetlands that may be impacted. While the wetlands
certainly are important to be protected they are not human. If it is deemed more important to
protect the wetlands then I encourage the final decision making authority to consider the other'
alternative that is always available for consideration - do nothing."
"It seems less harmful and more logical to replace 11 acres of wetlands along the affected Trent
River than to disrupt the lives of families that must relocate their homes and/or businesses to
accommodate regional and national needs."
(The Banks Family, who owns, operates, and maintains the campground and ponds adjacent to
the White Oak River and US 17, provided the following comment and are promoting the

10. Mills-Parker Cemetery & another cemetery:
"I have a husband, parents, grandparents, and great grandparents buried there."
"My dad and grandparents are buried in the cemetery and my mom has a lot there also.

"I think it will be a disgrace if the cemetery is disturbed in any way!"
11. Maysville/Belgrade Flea Market:
"Alt 2C will put me and others out of business... nice community is getting ready
to be destroyed."
12. New Subdivision in Corridor:
(Developer/builder has constructed and sold three or four new homes in the path of the common
corridor for Alternates 2A and 2C on the west side of Maysville. Homebuyers were not aware of
the proposed highway prior to our corridor selection announcement.)
"Not only does it destroy my home that is less than a year old, but it will destroy
multiple homes, businesses, a camp site, and the town's cemetery. This
highway will nearly wipe out the town of Belgrade and part of Maysville. Yet,
there is another proposed route that swings further around our city that will only
disturb two homes. The thing that bothers us most of all is that we were allowed
to buy this land and get a building permit and no one ever mentioned a thing to
us about the highway."
13. Belgrade United Methodist Church:
(Although we conducted the Maysville Bypass Public Hearing on 12/1/2009 and responded to
numerous requests for project information, some citizens are still basing their comments on
conjecture that the Belgrade United Methodist Church will be impacted. The church will not
impacted by the current preliminary design for Alternate 2C.)

14. Closure of Existing US 17 Bridge over White Oak River:
.don't want to have to get onto the bypass and then exit to go into Maysville."
"...who wants to go halfway to Jacksonville to pick up a service road to go back threw Belgrade to
get to Maysville. (Where l work.) A quick drive to the post office, will be no more. "
'If the existing bridge on 17 has to be removed at some point in time, then Alternate 2A will create
even more of negative impact on businesses in both Belgrade and Maysville. I think as the
decision process is being reviewed you must consider the immediate cost of the project, but you
have to look at the future economic impact on businesses. There are more businesses in
Maysville than in Belgrade and the farther away the access to the businesses the less people will
patronize. No one welcomes change when it has an effect on them personally. Individuals and
businesses that are in the direct path will receive compensation. There is not any compensation
for business that slowly loose money and eventually close their doors due to the impact of the
bypass."
15. Emergency Response Times between Belgrade and Maysville:
"The rescue Squad in Maysville responds to calls in Belgrade and the Fire Depts help each other.
(This happened on Dec. 29). Alternative 2C would make the response time increase for
emergency vehicles."
