As requested by the memo received in this Office on July 18, 2005 from Mr. Mark Hubbard,
P.E., Construction Grants and Loans, this Office has reviewed the subject Authorization to
Construct (ATC) submitted by the F. W. Huntley Construction Company (FWHCC), and offers the
following comments and/or recommendations.
FWHCC has requested approval to construct additional WWT facilties that will provide an
additional 0.040 MGD of treatment capacity to the existing 0.050 MGD WWTP that is presently
serving the z 70 residences in the subject development. The proposed WWTP expansion will
provide additional treatment capacity for the remaining 80 lots that have yet to be developed. The
subject NPDES permit allows for the discharge of up to 0.090 MGD pending the submittal and
approval of plans and specifications and construction of WWT facilities above and and beyond the
0.050 MGD WWT facility previously authorized by the Division. The proposed WWTP expansion
will bring the existing WWT facilities up to the maximum permitted flow authorized by the subject
NPDES permit. The existing WWT facilities have a generally good compliance history, and the
proposed facilities should be capable of complying with all NPDES effluent limitations.
The proposed WWT facilities will consist of a new package WWTP containing the
following WWTP components: equalization, aeration (diffused), dual secondary clarification, and
an aerobic sludge digester. The applicant also proposes to construct a new effluent flow
measurement station that will serve both the existing and proposed WWT facilities.
This Office has no objections to the approval of FWHCC's request pending final technical
review and approval by the Construction Grants and Loans Section.

A review of the plans and specifications in support of the request for Authorization to
Construct has been completed by the Construction Grants and Loans Section. The comments
resulting from this review are being transmitted directly to your engineer for clarification and
resolution; a copy is attached for your reference. Our goal is to issue the Authorization to
Construct as soon as possible. A response is necessary within 30 days in order to accomplish
this goal. If a response is not received within 30 days, the application and supporting
information will be returned.
Upon receipt of satisfactory responses from your engineer to our comments, the review of the
plan documents will be completed. If you have any questions concerning this matter, please do

Review Comments
Plans show the treatment plant site is subject to flooding. Confirm all new and
existing pump controls, blower units, and/or blower controls will be set at least
one foot above 100-year flood elevation and that the influent pump station is
adequately protected.
2. Please identify the property boundaries at the plant site. The plans show that new
treatment facilities will be installed 5 feet inside the existing security fence.
Confirm the fenced area is at least 45 feet from the site boundary; otherwise, the
50-foot setback requirement for wastewater treatment works cited in
15A NCAC 211.0219 cannot be met without a recorded easement from the
adjacent lot owner(s). Advise whether any residences, or public or private water
supply wells are located within 100 feet of the treatment facilities.
3. Confirm whether standby power will be provided. If not, please submit a 5-year
history of power reliability that would demonstrate that an alternative power
source or other measures cited in 15A NCAC 2H.0213 will not be needed to
adequately protect surface waters during power failures.
4. Submit documentation that there is an existing agreement with a local POTW for
final treatment and disposal of waste sludge, which covers the increased volume
of residuals expected to be generated by the expanded Ridgewood Farm facilities.
5. Provide cathodic protection against corrosion of the steel tankage to be installed.
Please include a specification for the anti -corrosion device.
6. Advise whether potable water will be provided at the plant site. If so, the water
line must be installed with an approved backflow preventer, which should be
specified and shown on the plans.
7. Confirm whether the existing tablet dechlorination unit and post aeration tank will
be adequate to handle the combined 90,000 GPD flow from the expanded plant.
Two tablet feeders in parallel tanks may be needed.
8. Show new influent piping from the splitter box at the proposed flow equalization
basin to the existing treatment train.

9. There are several inconsistencies between the specifications and supporting
calculations with regard to the blowers.
a) The blower specification in the second paragraph on page SP-8 calls
for two 280-CFM blowers to provide air for the new aeration basin,
new sludge holding tank, clarifier airlifts and skimmers, and the
new flow equalization basin; whereas, in the fourth paragraph on the
same page, it is stated that a separate 60 CFM blower will be
provided for the flow equalization basin.
b) In Appendix A of the specifications, the air needed for the flow
equalization basin is correctly calculated in subsection 5E of the
design memo to be 65.6 CFM. This quantity is higher than the
60 CFM specification mentioned above, and differs from the 48.9
CFM figure cited in Subsection 5-I of the design document.
Please address these inconsistencies and make any necessary revisions and
corrections.
10. Please provide three (3) sets of revised plans and specifications to this office,
labeled "Final. Not Released for Construction."
