The site is still undeveloped and nothing has been constructed since the first permit issued on 26 March 2010 to Wentworth Management, LLC. Colin Webster was the owner/Manager of Wentworth when the site was permitted and he/Wentworth sold the property undeveloped to David Doyle in March 2011. Per the Sec. of State website, Wentworth Management LLC is/was Administratively Dissolved on 4 March 2104 by the Sec. of State's office. Colin Wester created Ascot Corporation, LLC on 13 December 2010 and is still valid today. A copy of the new deed transferring the property from the Doyle's to Ascot Corporation is attached, along with the recorded deed from Wentworth to Doyle. I've also attached a copy of the first staff report for this site. Since nothing has been constructed and the site still undisturbed, comments/recommendations are still the same. The Doyle's didn't develop the property and sold the property to Ascot Corporation, LLC/Colin Webster. The only comments I have relative to this ownership change request is to keep the permit shell that has a Soil Scientist certification page in conjunction with the Engineer's certification page. When the original permit was issued, there was a need to add some soil to the drip irrigation area to provide added depth to the seasonal high water table. The original permit and subsequent permits dated 5 December 2011 and 5 July 2017 have the certification conditions 1.1 for engineer and 1.2 for soil scientist, but the 2017 permit didn't have the Soil Scientist certification page. A copy of the original site plan map should also be included with the permit. Language should be added to permit condition 1.2 or I.4 that the location of the drip irrigation field shall be as shown on the original site plan. I've attached some documents for reference.
