Dear Mr. Vance:
The Division of Water Quality (DWQ) has performed a preliminary review of a 401 Water Quality Certification
application submitted for the above referenced property. Additional information will be required in order to
complete the review process.
Please provide the following information so that we may continue to review your project.
Additional Information Requested:
1. Applicant Information
The submitted application provides no Agent Authorization from the owner to the applicant.
You must submit an Agent Authorization allowing Blue Ridge RC&D to apply on your behalf as
part of the required response.
2. Application Item 3.e.
Your submitted application indicates that an impoundment on your property will be dewatered as
part of this stream restoration. No detail was provided as to how the impoundment will be
dewatered. (Note: Draining the impoundment. You must provide a detailed description as to
how the impoundment will be dewatered, and how the sediments remaining within the
impoundment will be managed such that water quality standards will not be violated as part of
the required response.

A standard permit condition for this type of work is that all work shall be done in the dry. The
provided application states that a pump around will be utilized. No description nor engineering
details were provided for the pump around structure(s). You must provide both a narrative and
engineering details as to how this structure will be constructed, and operated during the
requested work as part of the required response.
3. Plan Details
No reference channel details were provided for this design. A reference reach shall be
investigated, and documented to provide for the design details submitted for this stream
restoration. All collected data and any design alterations shall be submitted as part of the
required response.
The submitted plans show constructed rock sills at the downstream of each constructed riffle. It
is understood that this type of structure can result in an over-widened channel as a result. You
must provide analysis and discussion as to how the stream will hold its cross-sectional dimension
post construction of these structures. Additionally, you must provide sizing minimums in your
construction details and appropriate supporting calculations of shear stress for the sill rock.
The provided plans do not include a shear stress analysis for the riffle stone size, nor a sources
for the bed load to be utilized. You must provide a discussion for riffle movement, how the
above sills would limit this natural occurrence, effects of substrate sorting due to the use of sills,
and the how the sizing and source of this material will be managed as part of your required
response.
The submitted information describes the use of PAMs during the project, but no specifics, nor
Division approvals have been specified nor referenced. Please review

detailed PAM specification must be provides as part of your required response.

we will consider the project withdrawn.
This letter only addresses the preliminary application review and does not authorize any impacts to wetlands,
waters or protected buffers. Please be aware that any impacts requested within your application are not
