Narrative
The property is mainly undeveloped and wooded with the exception of a single family
dwelling. It is located on the north side of Autumn Leaf Road and the east side of Perth
Road in Troutman, North Carolina. The proposed subdivision is the creation of 225
single family residential dwellings. The sanitary sewer flows for this project are based

2019 from NCQEQ.
Calculations are in accordance with 15A NCAC 02T.0114(f)(2) and the residential flows
are based on the approval letter stated above:
170 gpd per 1 or 2 bedroom and each additional bedroom shall increase by 85 gpd
Estimated dwellings:
30 — 5BR dwellings x 425 gpd = 12,750 gpd
100 — 4BR dwellings x 340 gpd = 34,000 gpd

If this project is part of the Weather's Creek Sewershed which is served by the Westmoreland Road PS, then it is eligible
to use the flow reduction — it's not limited to a single permit within that sewershed and rather covers everything
tributary to that PS.

The first paragraph says all future residential connections within the Weathers Creek Sewershed which is served by the
West Moreland pump station which is what this project will be served by and the conditions listed below that we read it
as this flow reduction shall not apply to any other sewer system not part of the West Moreland pump station (different
permit number listed)
Are we wrong on this interpretation? There was a concern about being over capacity before and if we use higher
numbers it may put them over so just want to make sure so we know how to proceed
Do you think that is what it actually means because we thought it was requested for this project
Please take another look into this and let us know

I have received the subject application the following need to be addressed.
The application refer to a flow reduction dated September 19,2019, however the subject flow reduction
was only approved for the Weathers creek Sewershed project permit WQ0041279. The flow reduction
specifies it will be effective for that project and not any other project. If you wish to use a flow reduction
you will have to apply for a new flow reduction specific to this project. If you do not wish to apply for a

Dear Mr. Longino:
On July 23, 2019, the Division of Water Resources (Division) received a request for an adjusted daily
sewage flow rate (flow reduction) that would apply to all permitted but not yet tributary residential
connections and all future residential connections within the Weathers Creek Sewershed (served by the
Westmoreland Road Pump Station) service area.
In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated the request, and based on the
data submitted and the Division of Water and Infrastructure (DWi) guidance, the Division hereby
approves for use by the Town of Troutman an adjusted daily sewage design flow rate for the Weathers
Creek Sewershed with the following conditions:
® The flow reduction is applicable to residential single family dwellings only.
® The minimum flow for 1 and 2 bedroom dwellings shall be 170gallons per day.
® Each additional bedroom above two bedrooms shall increase the volume by 85 gallons per day
per bedroom.
® This flow reduction shall not apply to sewer extension applications and/or permits for any other
public or private organizations whose wastewater flows are or might become tributary to the
Town of Troutman collection system (WQCS00258).
Future sewer extension applications should be made using the flow reduction amount stated above. All
other aspects of the permitting process remain unchanged, and all applications must be in compliance
with the statues, rules, regulations and minimum design criteria as certified by the owner and engineer.
Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows
exceed the effluent limits defined in the NPDES Permit forthe treatment facility orexceed the canacity
of the sewers downstream of any new sewer extension or service connection(s).

Given that:
a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
over 100 % and 0.376. MGD of the Available Capacity (E) in Pump Station
; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.014 MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
(N/A at this time) is in design or under construction with
planned completion in N/A ; and/or
d. The following applies:
Many new developments have submitted sewer extension permit applications within a few
years, and the Obligated, Not Yet Tributary Flow is based on full build out of every
development at design flow rates. It is expected that actual flows per house will be less than
design flows and that some developments will not fully build out. Therefore, the Town of
Troutman will begin planning for increasing the capacity of this pump station but will not
yet begin permitting and construction. Rather, the Town will monitor the rate of home
construction and associated increases in flow, and will begin upgrades to the pump station
in time to handle any flows exceeding current capacity.
Note that at the current rate of activation of obligated flow, such upgrades would not be
needed for 26 years. However, the Town is aware that the rate will increase and therefore
will monitor it.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.
