I received your letter dated March 30, 2010 requesting additional information for the PCN
Application regarding Mr. Carroll Jones property at Sapphire Ridge in Jackson County North
Carolina.
After speaking with the local DNR representative, I changed the type of approval sought
from Non-404 Jurisdictional General Permit TO 401 Water Quality Certification-Regular.
I also obtained a letter from Mr. Jones authorizing me to act as his agent.
Attached to this letter are:
• A revised PCN Form
• A letter from Mr. Jones
• Two Vicinity maps
• A Bank stabilization drawing (suggested by local DNR)

incomplete and/or provided inaccurate information as discussed below.
Additional Information Requested:
1. DWQ will need confirmation the US Army Corps of Engineers Asheville Regulatory
Office determined that this particular creek is Non-404 jurisdictional and not regulated
under Section 404 of the Clean Water Act.
2. Your signature on page 10 of 10 is not valid without an authorization letter from the
applicant.
