Good afternoon Heather,
The DWR has reviewed the proposal by TI Coastal to modify the existing permit to complete the construction of the
Town of Topsail Beach's renourishment project (DWR20081615) this winter utilizing dredged spoil material from Banks
Channel located within the project limits for the Town of Surf City renourishment project (DWR20052016 v1 & v2). The
proposed beach fill placement and dredged footprint are consistent with the two(2) previous permit
authorizations. Therefore, the DWR will not require written approval for the one-time utilization of the dredged spoil
material from Banks Channel (within the limits of the Town of Surf City project) to complete the Topsail Beach
project. However, if it is the desire of the Town of Topsail Beach to utilize the spoil material within the limits of the Surf
City project for future events, the DWR would recommend that Topsail Beach modify their existing permit to include

Hello everyone,
I hope you made it through the storm okay. I'm thankful it's past us and at least moved through fairly quickly. Please see
the attached request for the Town of Topsail Beach to conduct additional dredging with associated beach nourishment
this upcoming winter. Dredging will primarily be a continuation of the last project, although they are requesting to
extend the distal dredging limits within Banks Channel north from Station 210+00 to 245+00, as was authorized for the
Town of Surf City's project. Channel dimensions would remain at 200' in width and at a proposed dredge depth of -10'
MLW +2' overdredge allowance. Other dredging to be completed includes Banks Channel from Station 24+00 (north to
245+00), Topsail Creek, the Cut Through Channel and Banks Side Channel 2. The total dredge volume is calculated to be
approximately 900,000 cubic yards of sand. Approximately 900,000 cubic yards of sand remains within the proposed
dredge template if excavated to permitted depths, with an additional 630,000 cubic yards +/- of volume within the
overdredge depth template.
Beach fill would primarily consist of beach berm fill only to an elevation of +5' NAVD 88, with a small section of dune
construction proposed at the southern end of the project south of Drum Street, starting at Station 17+50 and tying into
the dune constructed in last year's project. The new dune would be constructed with a 25' dune crest with a 5:1 slope
on the waterward side of the dune and a 3:1 slope on the landward side. Note that while this maintains the "trough" or
"valley" in between the existing frontal dune and the proposed "starter dune", the applicant's engineer has
acknowledged the concerns that were raised with the previous dune construction, but has asked further consideration
of the planned design pending the outcome of this turtle season, should no adverse impacts to turtle nesting be
documented as a result of the last project.
The ACE's AID# is SAW-2013-00404. DWR's project number is #2008 1615.

Hey Heather -
Attached is the compiled minor mod request, including the updated plans and extra geotech information for the
northern section of Banks Channel, from 210+00 to 245+00. I'm headed to the office this evening to print the
hard copies --I'll go ahead and do 5 full sets including the cover letter, updated plans, geotech. Its not a lot more
to print and bind those extra sheets. I can deliver them tomorrow morning, along with the check. Thanks!

Just an FYI on the potential issues.
1. We already have a clause in the contracts about permit compliance and dredging depth in particular. There is
no pay for dredging before permitted depth.
2. On the the dune template. Jean Beasley and I have been keeping in touch all summer. All of the nests in TB
have been on the front slope or top flat of the new dune.
