The revisions include the creation of a Garden Center expansion over existing built -upon areas, and drainage, access mad and landscape improvements. No net change in built -upon area will occur as a result of these revisions. It has been determined that a formal permit modification is not required for the proposed changes. We are forwarding you an approved copy of the Garden Center Expansion plans for your files. Please add these plan sheets to the previously approved plan set to make one approved plan set. Please be aware that all terms and conditions of the permit issued on July 12, 1999, remain in full force and effect. Please also understand that the approval of this revision to the approved plans for the subject State Stormwater Permit is done on a case -by -case basis. Any other changes to this project must be approved through this Office prior to construction. The issuance of this plan revision does not preclude the permittee from complying with all other applicable statutes, rules, regulations or ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or approval prior to construction. To be considered for the "Renewal" permit process, sufficient information must be supplied that proves that the proposed site improvements will not result in an increase to the existing impervious surface areas. The information provided within will show that no increase to the impervious surface is proposed. We are submitting the attached items, per the request of Mr. Robert Gordon, with of Water Quality, for the "renewal" of the existing stormwater permit #SW8940909Ibr the Existing Lowe's Store located in the Town of Morehead City, Carteret �(r County. ttached, please find: • Two (2) sets of the Erosion and Sediment Control Plans (ES 1— ES6); • Two (2) sets of the Crtr-enspace Plans (GPI — GP1,2); • Two (2) copies of the Existing Pond Design Plan (P 1); • Two (2) copies of the Stormwater Management Application and Wet Detention Supplements; and, • Express Renewal review fee of $1,000. The existing Lowe's retail facility resides in the Town of Morehead City, at 5219 US Highway 70, approximately one mile west of the intersection of US Highway 70 and State Route 24. The existing Lowe's site is predominantly paved asphalt, wet detention basins or manicured lawn, with the exception of the existing building. The proposed site improvements include: • A 9,372f SF garden center expansion, to the north side of the building; "Civil Engineers With Full Service And Design Build Capabilities" February 15, 2006 • Modifying the parking area to the north end of the existing parking area and, as a result, grading within an existing drainage swale; • Adding curb and gutter to the existing drive aisle south of the existing building; and, • Adding landscaping to various locations on site. The proposed garden center expansion will replace an existing asphalt surface, currently used for parking and truck access. As a result of the expansion, the drive aisle will be reduced from 35' to 25'. To maintain truck access, two landscaped end islands will be removed, totaling 1,096± s.f. The parking area modification will take place within the existing asphalt parking area. Within the parking modification area, a portion of a landscaped island and an area behind the existing curb, totaling 1,644f s.f of greenspace, will be removed. The total amount of greenspace being removed is equal to 2,736f s.£ To counter the removal of the greenspace, two landscaped islands and two landscaped end islands, totaling 2,819f s.f. of greenspace, will be installed in the area of the parking lot modification. The net increase of greenspace is 83f s.f. Refer to the attached Greenspace Plans (GP1 and GP1.2) for more details. Information provided in this narrative, and on the attached plans, shows that no increase to the impervious surface is proposed. In actuality, the amount of impervious surface is being reduced. Therefore, we request approval from the NCDENR Division of Water Quality under the "renewal" review process for stormwater management. In many.areas of land disturbance, redundancy of the BMP's is used to maximize sediment removal. The BMP devices include silt fence, silt dike, check clams and inlet protection. Silt fence is proposed in pervious areas where grading, landscaping, and curb installation will take place. Silt dikes are proposed on the existing asphalt surface, in the area of the garden center expansion. Check dams are proposed at curb cuts and within the existing drainage swale. Inlet protection is proposed at each drain inlet that willbe affected by construction activities, and at the new drain inlets in the area of the curb installation. AH BMP's will be inspected weekly, and after every storm event, to ved fy they are installed and functioning correctly, as per North Carolina and Lowe's requirements. This narrative has been prepared to give an overview of the proposed site improvements and BMPs that will be used. during construction. Erosion and sediment control plans have been created and outline; a maintenance procedure, sequence of construction, and specific requirements for the contractor to. minimize land disturbance, tracking of mud and sediments away from the limits of construction, and to maximize the effectiveness of the.BMP's. Wilkesboro, NC 28656 Subject: Request for Additional Information Stormwater Project No. SW8 SW8 980429 Lowe's of Morehead City Carteret County Dear Mr. Kilby: The Wilmington Regional Office received a request to revise the approved plans for the Stormwater Management Permit for Lowe's of Morehead City on February 16, 2006, with a scheduled Express Review date of February 16, 2006. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Your consultant's cover letter indicates that this is a proposed plan revision for SW8 940909. That permit was replaced by permit numher SW8 980429 on July 12, 1999. 2. If this is a transfer of ownership, please submit original signatures on the application and supplements. Both sets of the submitted documents appear to be photocopies, which the Division cannot accept. 3. The application submitted does not reflect the most recent permitted condition for the Lowe's of Morehead City as permitted on July 12,1999. Page 2 only accounts for two of the three permitted wet detention ponds, and the drainage areas and built -upon areas listed on the revised application are not matching up. I am enclosing a copy of the permit for your records. It is not necessary to provide a revised application form when submitting a plan revision. It is assumed that none of the permitted ponds is changing due to the plan revision. If it is, then a full permit modiflcation will be needed. Please note that the 3 wetland systems may be deleted from the application, since all permitted treatment devices are detention ponds. 4. Please confirm that this is a transfer of ownership from Blanton Hamilton, Southstar Holdings -Morehead City, LLC, which is the current permittee, to Lowe's Home Centers, Inc. If it is, the stormwater rules require that a person of at least the level of vice-president in the corporation sign the permit and supplement forms (see comment #2 above). The signature of an agent or consultant may be accepted if the application is accompanied by a signed letter from the president or vice president of the corporation authorizing said person to sign the application on behalf of the corporation.
