Asheville, NC 28801-5006 SUBJECT: Emergency Pipe Replacement on SR 1882 (Jack Whitener Road), Catawba County Dear Ms. Hair: The North Carolina Department of Transportation proposes to replace a failed 68-foot long, 30" CMP with a 68-foot long, 36" RCP on SR 1882 (Jack Whitener Road) in Catawba County. Five feet of 11 riprap will be used at the pipe inlet and outlet for structural stabilization. The road began collapsing on April 4, 2010 and the road was subsequently closed. The road is a heavily travelled secondary road; therefore, this project is considered an emergency project and construction will commence immediately. The existing pipe is at a 3.75% slope and the inverts are at streambed elevation; however, immediately upstream of the pipe, the bed elevation is -1.5 foot higher than the existing pipe invert and it appears that two large rocks are controlling the upstream streambed grade. We propose to leave these rocks in place to prevent upstream headcutting. Burying the new pipe would result in a almost a 5% slope; therefore, we propose to place the new pipe at the same elevation and grade (3.75%) of the failed pipe. An 11-foot long scourhole is located at the outlet. Since the new pipe will remain at -4% slope, we propose to leave the scourhole in place to provide energy dissipation. The stream is a low flow stream with limited aquatic life. Due to the existing site conditions, NCDOT requests a waiver from the Regional Conditions 2(b) permit depth specification for the construction of this project. Temporary cofferdams/pumping will be used to divert the stream around the construction site as needed. Upon project completion, areas affected by temporary cofferdam system will be restored to pre-project conditions. The scope of the work will result in 10 feet of permanent impacts to an unnamed tributary to Long Creek, which is classified as Class C Waters by the Division of Water Quality. The project area is not located within '/, mile of any critical watershed area nor is SR 1882 a rural or urban arterial; therefore, hazardous spill basins are not required. No sites listed on the National Register of Historic Places are located in the vicinity of the project nor did there appear to be any eligible structures. The federally listed species for Catawba County (USFWS listed date January 31, 2008) include the dwarf flowered heartleaf (Hexastylis nanii fora). National Heritage Program records document the nearest dwarf-flowered heartleaf location approximately 4.0 miles southeast of the proposed project area. The heartleaf is typically found in acidic sandy loam soils along bluffs and nearby slopes, hillsides and ravines, in boggy areas adjacent to creekheads and streams. The soil type is the most important habitat requirement (Pacolet, Madison, or Musella types). The soil type in the surrounding area is a Pacolet-Saw complex (8-15% slopes, moderately eroded); however there is•no'poteniial habitat within the proposed project area and no species were observed. No impact on the species is anticipated. No sites listed on the National Register of Historic Places are located in the vicinity of the project nor did there appear to be any eligible structures. The pipe replacement project occurs within a previously impacted area (NCDOT Right of Way). There are two large rocks immediately upstream of the pipe which appear to be controlling the upstream streambed grade. We propose to leave these rocks in place to prevent upstream headcutting.
