L.Hill@ncmail.net; Wilson, Travis W. Subject: Neu-Con Mitigation plans and preservation letters Bill, I have reviewed the May 2009 Preservation Letters for Neu-Con's proposed Juniper Farms, Tull-Wooten II, and Cox II preservation sites, and the May 18, 2009 Mitigation Plan for the Cox II Restoration site. I have only a couple of small comments, so I hope that an email will suffice. If you would prefer a signed letter, let me know and I will draft one up and route to Atlanta. In general, the plans are acceptable, and I have no significant concerns or comments on any of the documents. 1. For the Cox II Restoration Site, the mitigation plan refers to the grading of microtopography in several different places (pages 8, 10, 11, etc.). I wish to stress that the grading of microtopographical features should be pursued with care, so that signficant changes in topographic relief or areas of open water do not become an issue. In my opinion, specific grading of microtopography is not necessary. Discing may provide all the microtopography that is needed. 2. For the Juniper Farms Preservation Letter, I recommend that the ratios in the first line of Page 14 be corrected. Currently, it indicates that the ratios on the site are 5:1 and 6:1. However, the ratio for the successional areas is 7.2 to 1 Thanks for the continued opportunity to comment, Kathy Matthews USEPA - Region 4 Wetlands & Marine Reg. Section 109 T.W.
