SUBJECT: Watauga County, US 421 new location from South Fork New River in Boone to
the Blue Ridge Parkway in Deep Gap. Federal Aid Project No. FR-86-1(6), State
Project No. 8.1750601, TIP No. R-529BA. USACE Action ID No. 199707161,
DWQ project No. 9706i_
Please find enclosed one copy of the proposed reconstruction plans for a previously
relocated unnamed tributary. The stream in question is part of the original US 421 relocation in
Watauga County, TIP R-0529. The stream was designated as site 4 in the original permit
application. As part of the US 421 project, the stream was relocated into a step pool channel and
was considered on-site mitigation at 1:1. Since the completion of the project, the hillside
adjacent to the relocated channel experienced a failure and sloughed off into the relocated
channel. The NCDOT is proposing to repair the slope failure and shift the stream away from the
failed slope to hedge against any future slope failures. The stream design will remain essentially
unchanged other than the shift. The shift will involve approximately 587 linear feet of stream
channel.
Please note that a temporary diversion pipe will be placed in the location of the new
stream channel during the slide repair. The stream will flow through this pipe during the slide
repair. The use of the pipe will allow a wider work area during the slide repair as opposed to
being constrained by aii adjacent open channel. Once the slide repair is complete, the pipe will
be removed in sections and a pump around system will be used so that the new stream channel
features can be constructed in the dry.

We request that the NCDWQ review the proposed remediation plan and modify the
existing certification to reflect this minor change. The NCDOT has recently had conversations
with the USACE regarding this issue. The USACE is considering this a mitigation issue and
does not intend to modify the permit, instead they are considering it ongoing mitigation that will
require a formal permit modification only if stabilization of the shifted channel is not successful
and a more radical design change is necessary. Thank you for your assistance with this project.

SUBJECT: Watauga County, US 421 new location from South Fork New River in Boone to
the Blue Ridge Parkway in Deep Gap. Federal Aid Project No. FR-86-1(6), State
Project No. 8.1750601, TIP No. R-529BA. USACE Action ID No. 199707161,
DWQ project No. 970616.
Please find enclosed one copy of the proposed reconstruction plans for a previously
relocated unnamed tributary. The stream in question is part of the original US 421 relocation in
Watauga County, TIP R-0529. The stream was designated as site 4 in the original permit
application. As part of the US 421 project, the stream was relocated into a step pool channel and
was considered on-site mitigation at 1:1. Since the completion of the project, the hillside
adjacent to the relocated channel experienced a failure and sloughed off into the relocated
channel. The NCDOT is proposing to repair the slope failure and shift the stream away from the
failed slope to hedge against any future slope failures. The stream design will remain essentially
unchanged other than the shift. The shift will involve approximately 587 linear feet of stream
channel.
Please note that a temporary diversion pipe will be placed in the location of the new
stream channel during the slide repair. The stream will flow through this pipe during the slide
repair. The use of the pipe will allow a wider work area during the slide repair as opposed to
being constrained by an adjacent open channel. Once the slide repair is complete, the pipe will
be removed in sections and a pump around system will be used so that the new stream channel
features can be constructed in the dry.

We request that the NCDWQ review the proposed remediation plan and modify the
existing certification to reflect this minor change. The NCDOT has recently had conversations
with the USACE regarding this issue. The USACE is considering this a mitigation issue and
does not intend to modify the permit, instead they are considering it ongoing mitigation that will
require a formal permit modification only if stabilization of the shifted channel is not successful
and a more radical design change is necessary. Thank you for your assistance with this project.

SUBJECT: Watauga County, US 421 new location from South Fork New River in Boone to
the Blue Ridge Parkway in Deep Gap. Federal Aid Project No. FR-86-1(6), State
Project No. 8.1750601, TIP No. R-529BA. USACE Action ID No. 199707161,
DWQ project No. 970616.
Please find enclosed one copy of the proposed reconstruction plans for a previously
relocated unnamed tributary. The stream in question is part of the original US 421 relocation in
Watauga County, TIP R-0529. The stream was designated as site 4 in the original permit
application. As part of the US 421 project, the stream was relocated into a step pool channel and
was considered on-site mitigation at 1:1. Since the completion of the project, the hillside
adjacent to the relocated channel experienced a failure and sloughed off into the relocated
channel. The NCDOT is proposing to repair the slope failure and shift the stream away from the
failed slope to hedge against any future slope failures. The stream design will remain essentially
unchanged other than the shift. The shift will involve approximately 587 linear feet of stream
channel.
Please note that a temporary diversion pipe will be placed in the location of the new
stream channel during the slide repair. The stream will flow through this pipe during the slide
repair. The use of the pipe will allow a wider work area during the slide repair as opposed to
being constrained by an adjacent open channel. Once the slide repair is complete, the pipe will
be removed in sections and a pump around system will be used so that the new stream channel
features can be constructed in the dry.

We request that the NCDWQ review the proposed remediation plan and modify the
existing certification to reflect this minor change. The NCDOT has recently had conversations
with the USACE regarding this issue. The USACE is considering this a mitigation issue and
does not intend to modify the permit, instead they are considering it ongoing mitigation that will
require a formal permit modification only if stabilization of the shifted channel is not successful
and a more radical design change is necessary. Thank you for your assistance with this project.

the Blue Ridge Parkway in Deep Gap. Federal Aid Project No. FR-86-1(6), State

Please find enclosed one copy of the proposed reconstruction plans for a previously
relocated unnamed tributary. The stream in question is part of the original US 421 relocation in
Watauga County, TIP R-0529. The stream was designated as site 4 in the original permit
application. As part of the US 421 project, the stream was relocated into a step pool channel and
was considered on-site mitigation at 1:1. Since the completion of the project, the hillside
adjacent to the relocated channel experienced a failure and sloughed off into the relocated
channel. The NCDOT is proposing to repair the slope failure and shift the stream away from the
failed slope to hedge against any future slope failures. The stream design will remain essentially
unchanged other than the shift. The shift will involve approximately 587 linear feet of stream
channel.
Please note that a temporary diversion pipe will be placed in the location of the new
stream channel during the slide repair. The stream will flow through this pipe during the slide
repair. The use of the pipe will allow a wider work area during the slide repair as opposed to
being constrained by an adjacent open channel. Once the slide repair is complete, the pipe will
be removed in sections and a pump around system will be used so that the new stream channel
features can be constructed in the dry.

We request that the NCDWQ review the proposed remediation plan and modify the
existing certification to reflect this minor change. The NCDOT has recently had conversations
with the USACE regarding this issue. The USACE is considering this a mitigation issue and
does not intend to modify the permit, instead they are considering it ongoing mitigation that will
require a formal permit modification only if stabilization of the shifted channel is not successful
and a more radical design change is necessary. Thank you for your assistance with this project.
