Yes, I see the part you highlighted in the email, but I thought that meant you provided someone else's email for the
Modification email to go to, and not a change to the legally responsible individual on the initial permit. Unfortunately
we did not make a note about that being part of the change at the time. I apologize for that confusion.

We have since revised our Modification form to include the option of changing legally responsible person, so it is more
clear for us to keep track of (but still not ideal, obviously). I have marked this permit file as having had a change in that
person. Please make sure a Modification is submitted with the signed form uploaded for any future changes in legally
responsible person.
For streamlining future processes for things like future modifications or NOTs, the responsible individual can delegate
signature authority for NPDES permits to another individual who can sign on their behalf. This is similar to how a
corporate VP might delegate NPDES permit responsibilities down to a plant manager, for example. Those signing should
meet those requirements outlined in the NCG01 permit regarding signatory authority.

Hi Bethany,
I'm forwarding correspondence regarding this project from last spring. I thought I had changed the legally
responsible person in the modification request, but perhaps I didn't if there was an option to only select one
item on the list.
Also, due to the fact that our Vice Chancellors change frequently (lately it's been every year or two) and it is a
complicated process to go through the signature approval process at UNC, is there a way to have this process
streamlined? I'm not sure whether it's better to just keep re-routing the current correspondence or send a stack
of documents to the new Vice Chancellor.

Hi Bethany,
Thank you for the clarification. This is the first project for which UNC has submitted an online modification request.
When the original ESC plan was submitted for this project, the final locations and designs of the off -site stormwater
devices were not determined or designed. So, this is a change (addition) to the project area, and is meant to update the
original NCG01 permit with the additional construction work. The original permit was reviewed and approved by Sally
Castle with DEMLR LQS.
UNC often needs to submit ESC plan modifications after being issued the initial permit. We've been asked by DEMLR to
submit modifications each time there is a change to project area, project size, and/or significant changes to erosion and
sedimentation control measures.

Janey and Daryl,
Thank you both for this information about the Modification request for this project.
Daryl is correct; we discourage uploading entire sets of the E&SC plans, particularly because of storage space and
because this detailed documentation is not necessary for the NPDES Stormwater Construction permit. Typically we are
getting revised E&SC approval documentation from the local program or State reviewing office because disturbed
acreage has changed, for example. Did the RRO need to issue another letter when the off -site stormwater control
measure design was approved, or was that not necessary?
These construction details might be more specific to post -construction stormwater control design rather than the
construction stormwater permit. That's a separate kind of permit. We can certainly add the information to the NCG01
permit file for reference if it's helpful to understand pending construction activity changes. I just wanted to make sure I
understood whether or not there had been another review and approval by the E&SC program authority.
Also, thank you for the suggestion to add another contact to the Modification form. I maintain these forms, and that is
something I can do in the near future, and to make sure that person is copied on emails.

I'm the UNC erosion control contact for the project, and I submitted the online form but used Mr. Battle's email since he
is the Responsible Party. If I could add a suggestion for the online modification form, I think it would be helpful to
include the erosion control and design engineer contacts on the form, since we are the technical experts for the
permitting. I'll contact Annette Lucas and make the same suggestion.
This project was initially submitted in 2019 without the complete design for the off -site stormwater control measure,
and we are just submitting the plans for the additional work prior to beginning construction on this phase of the project.
Daryl, I believe it would be helpful to also submit the ESC drawing with the Filterra devices. Question: on the online
form, were you able to attach two documents, or just the one page?
Please let me know if you need additional information to approve the modification.

We received the modification request for the above project. The original E&SC approval provided was from the Raleigh
Regional Office (attached). The only documentation uploaded with this mod request was a site plan (attached).
Was there any kind of approval from the RRO regarding this change to the scope of the project?
