Alaina,
Again, thank you for allowing some time to gather these items and for discussing with me earlier. Below is a short
response to the documentation request sent to the Town:
a) Stormwater Management Plan
The Town's Stormwater Management Ordinance has served as its guidance plan in the past. We have also
partnered with the Coastal Federation to develop a comprehensive Watershed Management Plan, which was
completed several months ago and will aid us in improvements to the Town's water quality. We are currently
working with Withers & Ravenel to develop a viable long range management plan for the Town.
b) Annual Reports
Staff is working to complete the annual submission prior to the October 315Y deadline.
c) MS4 Program Organizational Chart and Associated Responsibilities
Please See Attached.
d) MS4 Map of Outfalls and Receiving Waters
Please See Attached.
e) Formal Stormwater Program Implementation Agreements
Erosion and Sedimentation permits for sites greater than an acre are issued by State.
f) Illicit Discharge Detection and Elimination Plan
Please See Attached.
g) MS4 Operation and Maintenance Plan
Please See Attached.
h) Municipal SCM Operation and Maintenance Plan
Please See Attached.
i) Post-Construction Ordinance
Please See Attached.
Thank you for your assistance and please let me know of any further information needed. Have a nice weekend!
Sincerely,
i

Dear Ms. Morman,
My name is Brian Stanberry and I serve as the Public Works Director for the Town of Carolina Beach. I received a phone
message from staff indicating a request for information regarding a stormwater audit. The letter sent to Mr. Bruce
2
Oakley indicated that requested information should be returned within seven days. I am currently out of the office on
Fall vacation, in the mountains of NC, with family until Tuesday, October 13t". We have a very small staff, most of
whom are geared towards the actual maintenance of our stormwater system. I would kindly ask for a brief extension to
this request,to allow me time to gather the items that you have listed on the letter. Any temporary relief you would be
willing to provide would be graciously appreciated. I apologize for the bad timing of my absence. I have copied our
Assistant Town Manager, who forwarded this request.
Sincerely,
Brian Stanberry
