Bookmark not defined. 6 Structural Stormwater Control Measures .................................. 5 Appendices Appendix A — Stormwater Infrastructure Map 1 Introduction This O&M Plan addresses Minimum Control Measure 6, Good Housekeeping and Pollution Prevention for Permittee Owned Operations, by describing the activities and procedures the Town of Carolina Beach will implement so that the MS4 infrastructure is maintained in a timely manner to reduce the discharge of pollutants from the MS4. The O&M Plan outlines inspection and maintenance procedures for catch basins, municipally -owned streets and parking lots, and structural Stormwater Control Measures(SCM's). The Stormwater Department is responsible for inspection and maintenance of the stormwater infrastructure in the Town of Carolina Beach. A map of the existing stormwater infrastructure in Town of Carolina Beach is provided in Appendix A. 2 Catch Basins The Stormwater Department performs routine inspections, cleaning, and maintenance of the catch basins that are located within the MS4 regulated area. The Town of Carolina Beach will implement the following catch basin inspection and cleaning procedures to reduce the discharge of pollutants from the MS4 Routine inspection and cleaning of catch basins. Catch basins should be cleaned such that they are no more than 50 percent full' at any time. The Town will initially inspect all catch basins within the regulated area within two (2) years of the effective date of the permit to evaluate sediment or debris accumulation and establish optimal inspection and maintenance frequencies to meet the "50 percent" goal. A catch basin inspection/cleaning procedure, inspection form, and log of catch basins cleaned or inspected. • If a catch basin sump is more than 50 percent full during two consecutive routine inspections or cleaning events, the finding will be documented, the contributing drainage area will be investigated for sources of excessive sediment loading, and to the extent practicable, contributing sources will be addressed. If no contributing sources are found, the inspection and cleaning frequency will be increased. Catch basins located near construction activities (roadway construction, residential, commercial, or industrial development or redevelopment) will be inspected and cleaned more frequently if inspection and maintenance activities indicate excessive sediment or debris loadings (i.e., catch basins more than 50 percent full). 3 Streets and Parking Lots Streets and municipally -owned parking lots are swept semi-annually, or as needed. This is accomplished through operation of the Town owned street sweeping truck. There are approximately 41.1 miles of town maintained streets. The Town of Carolina Beach will implement the following street and parking lot sweeping procedures to reduce the discharge of pollutants from the MS4: • All streets with the exception of gravel surfaced roads with no catch basins or high speed limited access highways will be swept and/or cleaned a minimum of twice per year. • More frequent sweeping will be considered for targeted areas based on pollutant load reduction potential, inspections, pollutant loads, catch basin cleaning or inspection results, land use, impaired waters, or other factors. Canal Drive and Lake Park Boulevard receive substantially more traffic. These roads are swept once monthly, minimally. 4 Catch Basin Cleanings and Street Sweepings Catch basin cleanings (i.e., solid materials such as leaves, sand and twigs removed from stormwater collection systems during cleaning operations) and street sweepings will be managed in compliance with current NCDENR policies. Disposal material will be placed in a drying bed until liquid material is dry and then shall be hauled to NH County Landfill or an appropriate disposal location. 5 Stormwater Pipe Cleaning The Town of Carolina Beach performs routine cleaning of stormwater piping and infrastructure throughout its jurisdiction. The Town owns a dedicated Stormwater vactor truck and maintains a stormwater crew sufficient enough to operate this equipment. Stormwater pipes along 41.1 miles of Town maintained roadway are vactored routinely and on an as needed basis. Pipes in proximity to flood prone tidal areas are vactored out post event to help prevent build up of sand and debris in the basins and pipes, thus blocking flow and creating pollution. Crew inspects for pipe problems, penetrations and failures during this process to remedy any acute reasons for sedimentation in pipes. 6 Structural Stormwater Control Measures(SCMs) An inventory of structural Stormwater Control Measures (SCMs) owned and/or maintained by the Town of Carolina Beach is kept by the Stormwater Department. Large SCM locations are shown in Appendix A. Further information on maintenance of Town SCM's can be found in the Town of Carolina Beach Municipal SCM Operation and Maintenance Manual. Ponds and retention areas are inspected annually, or as needed in consideration of heavy rain events. Sedimentation Chambers are cleaned with a vactor truck quarterly, and inspected following heavy rain events. Stormwater Conveyance Swales and Ditches are inspected quarterly, and as needed prior to and following heavy rain event. Debris and sedimentation is removed if found and erosion sources addressed. All other Structural stormwater control measures will be inspected annually at a minimum. SCMs shall also be inspected prior to and following heavy rain events such as hurricanes and tropical storms. Appendix A Stormwater Infrastructure Map
