Good morning
The 15-Day Record Drawing and Mitigation Plan Addendum review for the Warren Wilson College Mitigation Site (SAW-
2017-01557) ended September 25, 2020. Per Section 332.8(o)(9) of the 2008 Mitigation Rule, this review followed the
streamlined review process. There were no objections to issuing the initial credit release and the revised assets have
been approved at 10,050.933 cold SMUs. Please find attached the current signed ledger, and IRT comments below.
DWR Comments. Erin Davis:
1. Thank you for providing the supplemental drone video. Before watching the video, I was going to request
additional photo points at the crossings (particularly downstream of the culverts) and trail sections within the
easements. Just a note on the video, I think it would be helpful to fly at a slightly slower pace to be able to fully take in
stream features and surrounding landscape as part of the review.
2. 1 understand that nursery species availability was a challenge this year. DWR appreciates the note that an effort
will be made to install the unplanted understory and shrub species onsite in the future.
3. When the IRT visited the site last November, we were concerned with proximity of the UT-1 channel to the "Pig
Pond" and the current overflow setup. Have any actions been taken to minimize direct inputs from the pond to UT-1?
EPA Comments, Todd Bowers:
Thank you for the opportunity to provide feedback and comments on the Warren Wilson College stream mitigation site
As-Built/MYO report provided by RS and Axiom Environmental. At this time, based on the provided report I have no
comments or concerns that would prevent or rescind the release of credits (30%) for this project. I have noted the
deviations from the approved mitigation plan and the adjusted amounts of stream credits due to those deviations;
namely reductions due to crossing widths and conservation easement adjustments. As such the EPA Region 4 Oceans,
Wetland and Streams Protection Branch approves the release of approximately 3,017 cold stream credits as an inclusion
to the North Carolina Division of Mitigation Services In -lieu fee program.

2 - For NCDMS projects, the initial credit release milestone occurs when the as -built report (baseline monitoring report) has been approved by the NCIRT and posted
to the NCDMS Portal, provided the following criteria have been met:
1) Approved of Final Mitigation Plan
2) Recordation of the preservation mechanism, as well as a title opinion acceptable to the USACE covering the property.
3) Completion of all physical and biological improvements to the mitigation site pursuant to the mitigation plan.
4) Receipt of necessary DA permit authorization or written DA approval for projects where DA permit issuance is not required.
3 - A 10% reserve of credits is to be held back until the bankfull event performance standard has been met.
