Storm drainage improvements,including primarily dredging of main drainage channel through Bladenboro and its tributaries.This channel drains several hundred (or possibly thousand) acres that surrounds Bladenboro and drains toward the Big Swamp and ultimately the Pee Dee River. The large area draining through Bladenboro has caused the central business district of the Town to be flooded many times. 2. Sidewalk improvements through town,scattered locations.Annual budget item. 3. Building improvements for the new Town Hall and rehabilitation of existing NC Guard Armory. The Armory may be used for emergency/police/community area. 4. Parks and Recreation improvements proposed include at least one new ball field,ball field lighting for two fields,a playground,and support structures at McLean Park. 5. An annual amount set aside for sewage inflow and infiltration detection and removal. 6. A flow egnali7ation pond for influent sewage at their wastewater treatment plant This pond would be used for surge protection to prevent flooding or short-circuiting of the plant during times of high flow or flooding. 7. The Town needs one elevated storage tank,with a volume of approximately 180,000 gallons per day. 8. The Town would like to make a connection to the County water line to provide a supplemental water source. 9. The Town needs to drill a new well on the northwest side of town. 10. TOTAL ESTIMATED PROJECT COST $500,000 PROJECT JUSTIFICATION 36 • TOWN OF BLADENBORO Wastewater Spill Policy and Procedures Developed 2005 by town staff NOTE: A COPY OF THIS DOCUMENT SHOULD BE KEPT IN EVERY MAINTENANCE DEPARTMENT VEHICLE AND REFERRED TO IN THE EVENT OF A SPILL 1 e • WASTE WATER SPILL POLICY AND PROCEDURES OVERVIEW The Town of Bladenboro has many miles of sanitary sewer lines throughout the to'vn and surrounding area. These lines are used to collect sewage from homes,businesses and industry and carry it to the town's wastewater treatment plant (WWTP) for processing. The town also maintains 2 sewer lift stations to assist in the transport of this sewage. With 2 lift stations and many miles of sewer lines, the town recognizes the potential for a sewer spill or overflow. It is our goal to prevent such a spill or overflow from occurring. The purpose of this document is to formulate a policy for responding to such an event should it happen. A. SEWER SPILL RESPONSE PLAN The sewer spill response plan lists the personnel to be notified of a sewer spill, the ( equipment available to respond to the problem, the location of the equipment and additional resources that may be utilized. After the spill has been contained and an evaluation of the situation has been performed, if the volume of the spill exceeds 1,000 gallons a report will be made to the state. The state will be notified of any spills that exceed 1,000 gallons as soon as possible after the spill is discovered but in no case later than 24 hours. B. SPILL REPORTING/RECORDING A sewage spill response evaluation form (Attachment 1) will be completed and a copy forwarded to the state as soon as the situation is under control and a copy kept on file. Should the spill be less than 1,000 gallons, a sewage response evaluation will be completed and kept on file with the town. These records will be kept for a period of three years. C. TRAINING OF STAFF All personnel in the town's maintenance department will be made aware of the contents .of the Sewer Spill Response Plan and the requirements of the plan. Further, all appropriate personnel will be trained on an annual basis to insure that they are aware of the procedures outlined in this document and that they are familiar with the location and operation of any tools or equipment that is necessary to respond to a sewer spill. D. COLLECTION LINES AND RIGHT OF WAY INSPECTION All lines in the collection system will be inspected on an annual basis. This will also include all manholes. The following areas are sometimes difficult to access and will therefore be considered high priority. These lines and any manholes therein,will be inspected quarterly in January, April, July and October. 1. The area between Pine Ridge Circle and the WWTP 2. MAINTENANCE /REPAIR RECORDS A Wastewater Collection System Inspection Log will be used to document quarterly and annual inspections of the collection system and manholes. A Wastewater Collections Maintenance Log will be used to record routine maintenance performed on the sewer lines and manholes. A Wastewater Collections Trouble Log will be used to track any reports of problems in the collection system, including complaints from private citizens. These records will be kept on file for at least three years. F. LINE CLEANING We currently plan to clean at least 10% of our system each year. Problems areas may require additional or unscheduled cleaning. Also, areas that serve restaurants or any other customer who may introduce grease, fats or oils into the system will be monitored and cleaned as needed. G. LIFT STATIONS The town maintains 2 lift stations. Both lift stations are inspected daily. A lift station inspection log is maintained by the appropriate personnel. Since there is not a building to house the lift station log in at both lift stations, the log is maintained in the inspector's vehicle. II. RIGHT OF WAY MAINTENANCE Every effort will be made to clear,mow and remove any obstructions in the sewer line right of ways two times per year. However,maintenance will be performed a minimum of at least once a year. I. SPARE PARTS INVENTORTY AND VENDOR LIST A list of vendors who are able to supply replacement parts for each lift station should be maintained. Also, a list of contractors who are capable of providing professional advice or service should be maintained. STANDARD SPILL RESPONSE The first person to respond to the scene of a spill should assess the situation, determine the severity of the spill and contact the Maintenance Supervisor as soon as possible. The Supervisor will determine the cause of the spill and contact the appropriate personnel. Every effort will be made to contain the spill in the immediate area. Once the spill is contained any standing water will be pumped either back into the collection system or into a tank for transport to the WWTP. The problem that caused the spill will be corrected as soon as possible. Once the source of the spill has been contained, clean up of the effected area can begin. Lime will be applied to the effected area. If necessary the soil in the effected area can be removed and transported to the WWTP for drying then it can be hauled to the county landfill for disposal. • c • 1 + If the spill occurs on asphalt or concrete: 1. Set up containment around the spill and establish containment around any drainage pipes that may be close to the spill area. Do not let the spill enter a ditch, drainage line or any body of water. 2. Barricade the area so that no unauthorized personnel will enter the effected area. 3. Spread lime or sand on the spill to a depth on 1 inch. Let this stand for 1 hour then remove. If necessary repeat the process. 4. After removing the spill,wash the effected area with high pressure water and Clorox. Pump this back into the sewer system. Transport wet sand and lime to the WWTP for drying then to the county landfill for disposal. 5. If spill enters a creek, ditch, etc. see creek procedure below. If the spill enters a creek: 1. Set up a dam downstream of the area where the spill entered the stream. If possible, the dam needs to be constructed near a manhole or in an area that is accessible to a vacuum truck. This location will aid in the quick, safe removal of the effected water. Station the backhoe, pump and extra material near the dam in order to respond to a dam failure. • 2. Pump the spilled material from the dam into the collection system or a tank. 3. Barricade the area so that no unauthorized personnel will enter the effected area. 4. Flush the creek area with clean water from the sewer machine or a hydrant to remove any waste product from the area. Continue to flush and pump from the area until fecal coliform readings indicate an acceptable level. Samples should be taken from upstream and downstream of the spill/containment area. 5. Wash down any rock, stone, rip rap or other material that is in the effected area. 6. If sludge is in the creek bottom, broom creek sides and bottom until sludge is removed. • 7. If creek flows into a body of water that is used for fishing, recreation or drinking water notify the appropriate local, county and state official as soon as possible. Town of Bladenboro Pump Station Contingency Plan WQCS00176 The Town of Bladenboro operates and maintains two duplex pump stations. In the case of pump station failure,the following steps will be taken: • Type of failure will be determined: Mechanical or Electrical • Electrical Failure > Pumps stations have a hookup for a portable generator. Permanent generators will be installed at both pump station by June 2021. > Spare parts—fuses, breakers, alternators, relays, etc—are available for the more common failures. > Electrical contractor will be called as needed. • Mechanical Failure > Pump will be inspected to check for blockages > Control floats will be checked > Bypass pumping connections are installed at one pump stations. The Town has a portable pump available. • Pump Failure > If pump cannot be made operational on-site: • Pumps will be sent to pump/motor repair shop or pump repair company will be contacted for on-site repair. • If both pumps in the pump station fail or if the remaining pump cannot maintain the water level: > A septage hauling company will be contacted to pump out the pump station wet well as needed. > Bypass pumps are available as needed. „. _ . . ,.
