Snider I would like to submit a justification for remission,for a violation that was found during our inspection, that was conducted on March 5, 2020. The first violation was for record keeping, in the description there was data collection errors found.The inspector suggested we review our process. We have reviewed our process of this data collection; during the review we contacted Mission Communications who is our SCADA provider and asked if there was a way to totalize our flow data on a given day.They were able to help us with receiving a daily report from them,of our total flow between midnight to midnight. I have attached a copy of the daily report we receive from Mission. The second violation was for Effluent sampling. As stated in the violation description we were addressing this issue.After several efforts,we realized the sampler was unserviceable, so we replaced the sampler at a cost of approximately$8,000.Attached to this package is the quote for the sampler along with the record of the purchase. The third violation was for the backup ORC infraction. We did have an over site with getting Stephen Brian Hutchens on our list of backup ORC's. He is employed full time by the town, but is only at the facility part time.Also, he has been on the list, accordingly since March 1, 2020. Due to the current COVID restrictions we have not been able to send another employee for certification, but once the restrictions are eased,our intention is to have another employee obtain his certification.Attached is a screen shot from the website. The final violation is for our weirs not being level on Plant#1 and Plant#2 and being out of the ground for two years. In 2017,we started a rehab project on our waste treatment plant and at that time we accepted a contract for around $777,000. During that rehab we had several issues arise. Our plant consists of three package plants and each one is engineered to what standard was set at the time the plants were built. So, after getting Plant#1 recoated, we started on Plant#2. That is when a catastrophic event of Plant#2 floating out of the ground happened. When that happened the Town of Boonville reevaluated the engineers on the project and fired that firm from the project. We hired a lawyer to assess what liability that the contractor had on the floating of Plant#2 along with the engineering firm, which slowed the project to a stop. It took serval months to find another engineer to take over the remainder of the project. With all that being said, we got Plant#2 back in service on June 24, 2020. Now that we have Plant#1 and #2 in service we are resetting the weirs to a level per flow of plant. We are currently working on the close out of the project and the total project cost $1,100,000. I hope with a better understanding of the process we have been working through since the inspection on March 5, 2020 will permit us to have some remissions on the $3,625.72 in fines. The Town of Boonville has spent several hundreds of thousands of dollars to make sure we stay within our permitted limits set out by the State of North Carolina.
