Dear Ms. Acker:
The purpose of this letter is to document our meeting on the UNCA campus on November
22, 2002. The purpose of the meeting was to review UNCA's proposed stormwater mitigation
project and to satisfy the grant application requirements for the State of North Carolina's Clean
Water Management Trust Fund, to whom UNCA will be requesting, project funding. The project
is proposed to include a wet pond, a "constructed" stream and constructed wetlands. It is the
opinion of the Division of Water Quality that should 401 Certification be required for this project
that the Division would support its issuance.
