the cover letter because you are providing additional calculations indicating that the volume provided in the basin is now 864 cf 2 Although you have acknowledged my comment about the swimming pool deck, I am still not sure what material will be used Since no additional BUA was accounted for, I am assuming that it will be a raised, uncovered deck of some material that will allow runoff to drip through the slats to the underlying ground If the pool deck will be concrete, it must be accounted for now 3 The volume infiltrated in 24 hours is much more than 1,180 cf At a rate of 4 5 cubic feet a The minimum size of the infiltration basin is 813 CF (page 1) minus 73 CF = 740 CF (page 2) 1 b The post volume of the 10 yr — 24 hr storm is 1,526 CF (page 1) 1 c The volume that can infiltrate through the bottom of the infiltration basin at 7 5 inlhr (1/2 the reported rate of 15 inlhr) is 1,180 CF This is derived by adding the values under the "Volume Infiltrated" column of the table on page 9 1 d 1,526 CF minus 1,180 CF = 346 CF This value is less than the total volume of the basin bY S 2 The lowest elevation of the retaining wall has been changed from 6 9' t 7 0' The plans and the supplement form have been revised to reflect this than 3 The correct bottom elevation is 5 0' The supplement has been revised to reflect this value Page 7 of the calculations present the basis for this value It is noted that the equation under the "Discussion" paragraph should read ((3 17 +29+29)/3)) rather than ((3 17 + 2 9 + 2 69) / 3)) 4 The infiltration basin will hold 864 CF which is calculated by (7 0'— 5 0') x (432 SF) The 321 CF value presented in the supplement has been changed to reflect the correct 864 CF 5 This comment is acknowledged 6 BUA dimensions have been added to the This is just a note to summarize our conversation from earlier today and to provide you with additional information regarding the "withdrawal" of the stormwater application I have copied the relevant parties to this application on this email After going through the stormwater application documents, I am not sure I understand why you think the wetlands are not jurisdictional Please don't make the mistake of thinking that because it's dry, it's no longer a wetland I also want to bring to your attention that a routine field report was prepared by the Division of Coastal Management which refers to the 553 square feet of fill that is to be placed in the "404 wetlands" The proposed plans indicate the US Army Corps of Engineers flagged the 404 line on August 17, 2011 at the same time that the coastal wetlands were flagged by DENR (DCM) personnel A map showing both the flagged coastal wetlands and the 404 wetlands line was prepared by Kim Williams with Land Management Group on September 21, 2011 and was included with the soils report compiled by Bobby Long, Licensed Soils Scientist, which was provided to Compass Pointe Engineering There is no signed JD (jurisdictional map) in my stormwatert4e file Usually, if a reputable company like Land Management flags the wetland, the Corps will do a follow-up inspection to make sure the line is accurate and if it is, the Corps will sign off on the JD I am asking Kim Williams or Don Covil that if a JD map was signed by the Corps for your property at 966 Ocean Boulevard West, I would like to get a copy Conversely, if a JD map was not signed, I'd like to know why If the Corps of Engineers reverses it's call, and a CAMA Major is no longer required, then a state stormwater permit is not required through the Division of Water Quality Your pending stormwater application could be "withdrawn", but because we have already conducted the review, the application fee cannot be returned Prior to withdrawing your stormwater application, please make copies of whatever confirmation the ACOE provides in regards to the status of the wetlands and send one to the Town of Holden Beach, and one to Ms Debra Wilson, District Manager for the Division of Coastal Management in Wilmington Her mailing address is the same as mine, below If DCM or the Town of Holden Beach is able to confirm in writing to you that the project no longer requires a CAMA Major permit, please send me a copy of that letter and I can process the "withdrawal" of the stormwater application As we also discussed, the project does not disturb more than 1 acre and does Boulevard West in Holden Beach, North Carolina A major CAMA permit is required for this project due to a small finger of wetlands located on the lot Due to the CAMA permit requirement, this project is also subject to State Stormwater permitting requirements The project is within '/z mile of the Atlantic Intracoastal Waterway (Waterway) The Waterway in this location is classified as SA The proposed method for stormwater management for this project entails collection of runoff from all built -upon areas and directing it to an on -site infiltration basin Due to the space limitations, the stormwater management plan was prepared in compliance with Section 16 3 9 of the NCDENR Stormwater BMP Manual Specifically, the 10-year, 24- hour storm event is infiltrated without discharging the system using an infiltration rate of one-half of the infiltration rate reported in the project soils report The soils report was produced by B M Long & Associates, dated March 7, 2012 Mr Vincent Lewis visited the site on March 26, 2012 to perform soils evaluations on behalf of NCDENR Mr Lewis' findings were favorable, supporting Mr Long's findings, i e , the estimated infiltration rate equals or exceeds 15 inches/hour and there is at least 12" of suitable in -situ soils at the proposed location of the infiltration basin It is further noted that Mr Lewis actually found over 24" of suitable soils in a portion of the area where the infiltration basin will be located Final design yields an estimated depth of suitable in -situ soils in the infiltration basin area to range from 16 inches to 24 inches Fill material, where needed, is proposed to be taken from the sandy on -site soils to obtain similar particle size distribution for the full depth of the filter medium On behalf of Ms Kay lot located at 966 Ocean Boulevard West, adjacent to the Atlantic Intracoastal Waterway, in Holden Beach, in Brunswick County Directions from the Holden Beach bridge are as follows turn right onto Ocean Blvd West and travel approximately 4 0 miles, the project site is located on the right side of the road The project site consists of a vacant lot, measuring approximately 5,750 square feet The elevation of the high ground area of the lot averages approximately 4 feet above NHW The project site contains approximately 1200 square feet of coastal and §404 wetlands, and approximately 4,550 square feet of uplands Upland vegetation consists of Wax Myrtle, Eastern Red Cedar, Catbriar, Pennywort and Seaside Goldenrod The vegetation then transitions to Salt Meadow Grass (Spartrna patens), Spike Grass (Disitichs spicata), Sea Lavender (Llmontum, spp ), Glasswort (Sahcornia, spp ), Black Needlerush (luncus roeamerlanus) and Smooth Cordgrass (Spartrna alterniflora) A pocket of §404 wetlands, consisiting primarily of sedge grass(Cyperus spp ) that measures approximately 25 feet wide by 25 feet long exists landward of the coastal wetlands on the interior portion of the lot The within the project vicinity PROPOSED PROJECT The applicant proposes to construct 110 linear feet of retaining wall, place approximately 553 square feet of fill material in §404 wetlands, construct a single-family residence with pool and driveway The applicant is proposing an approximately 12 5 feet long wing wall along the western property boundary The proposed wing wall would be connected to the proposed retaining wall As proposed, the retaining wall would be constructed landward of the coastal wetlands with approximately 53 linear feet of bulkhead along the northern property boundary adjacent to the coastal wetlands The proposed retaining wall would make a 90 degree turn to the south along the eastern property boundary The retaining wall would then extend approximately 37 feet Existing Conditions The 0 13-acre lot is located off of Ocean Boulevard West in Holden Beach, adjacent to coastal and freshwater wetlands that border the Atlantic Intracoastal Waterway The site is located within a VE flood zone A joint coastal/404 wetland line was delineated along the northern property boundary by Ms Debbie Wilson and Ms Holley Snider of the NC Division of Coastal Management and Ms Emily Hughes of the U S Army Corps of Engineers in August of 2011 Additionally, a small freshwater wetland pocket was delineated by Ms Hughes in the center of the lot Coastal wetlands are vegetated by Spartina altern flora and Spartina patens Freshwater wetlands contain wax myrtle (Morella cerifera), groundsel bush (Baccharis hahmifolia), broomsedge (Andropogon spp ) and pennywort (Hydrocotyle spp) Uplands support wax myrtle and yaupon (Ilex vomitona) The existing land use map in the CAMA Land Use Plan for the Town of Holden Beach classifies this lot as Vacant Land since it is currently undeveloped The future land use map classifies it as Residential The lot is zoned residential by the Town of Holden Beach Proposed Protect The applicant proposes constructing a single-family residence on 8' pilings within the lot Additionally, a 29' x 13' pool will be constructed behind the house and a 110'-foot retaining wall will be installed parallel to the coasta1/404 wetland line The total area of disturbance within the lot will be 5,168 square feet and the overall impervious area will be 2,601 square feet Approximately 200 cubic yards of fill material will be distributed throughout the lot Water and sewer service will be provided by Brunswick County The contractor is currently preparing a stormwater plan that will meet the Town of Holden Beach's stormwater requirements Standard construction methods will be used during construction of the pilings, house, and pool Environmental Impacts The applicant proposes to fill a total of 0 013 acre (553 so of freshwater wetlands in order to provide sufficient area on which to build a residence within the lot Because the house will be on pilings, the applicant evaluated the possibility of partially constructing the house over wetlands in order to minimize wetland impacts However, the Town of Holden Beach's zoning ordinance prohibits pilings within 7' of wetlands Because this wetland pocket is
