stipulated tlmeframe Per the requirements of Section 1009 (c) of the Stormwater
Management Rules, this Office Is hereby returning the subject application as incomplete The
$420 00 application fee has been forfeited and a new fee will need to be provided if you
choose to resubmit this application in the future
An inspection of the property will be conducted in the near future You are reminded that any
construction of impervious surfaces on the property prior to receipt of a permit will constitute a

that the "Entrance" drainage area (see Item #4b above) is the drainage to Cl #14 and CI

Dear Mr. Peterson:
The Wilmington Regional Office received a Stormwater Management Permit Application for Oak
Creek at Maritime Shores Phase 2 on February 28, 2007. A preliminary review of that l0brmadon
has determined that the application 1s not complete The foilawing Information is needed to continue
the st rmwater review:
1. Please provide a Narrative (not Included In calculation package) for the proposed
project that Includes a discussion of the: (a) Increase in project area and new total
number of lots; (b) whether or not the pond permitted under Phase 1 has been _ .
constructed; fc) any changes to the drainage and Impervious areas to the phase 1
pond; (d) dra nage and impervious areas to the proposed pond for Phase 2; (e)
dralnage and Impervious emu that sheet flow In low density areas; and (f) overall
drainage and Impervious areas.
2. Please provide: (a) an original of the PE -certification for the Phase 1 pond, if it has been
constructed; and (b) a copy of the Corps of Engineers` wetland determination that
Includes the property being added to the project area with the proposed Phase 2
modification.
3 Please calculate project area and project density using the Method 11Method 2
calculation procedure (attached) and revise Sections 111.3 and 111.4 accordingly.
4. Please dellneate an the plans:Sa? roposed project area; and (b) proposed drainage
areas to ponds and sweles; ana low density areas that sheet flow without swales.
S. Please consistently label pond numbers on the application, supplements (entry given Is
"NIA" , calculations, and ans. For example, the proposed Phase 2 pond Is lobbied

proposed Phase 2 pond. The wetlands adjacent to the pond appear to be

13. Please clarify the drainage area entries in the table of Section 1116 of the
application as follows:
(a) "pverall" drainage Is listed as 1,231,006 sq ft but the sum of drainage
areas from each column Is 619,209 sq f#.;
(b) should the drainage area fior SW-B be 88152 sq ft vs 8816.2 sq ft in
the table?; and
(c) the Phase 1 pond drainage area is listed as 6.82 ac In the supplement,

application as follows:

stipulated timeframe Per the requirements of Section 1009 (c) of the Stormwater
Management Rules, this Office is hereby returning the subject application as incomplete The
$420 00 application fee has been forfeited and a new fee will need to be provided If you
choose to resubmit this application in the future
An inspection of the property will be conducted in the near future You are reminded that any

In accordance with Title 15 NCAC 2H 1000, the Coastal Stormwater Management
Regulations, deed restrictions and protective covenants are required for High Density
Residential Subdivisions where lots will be subdivided and sold Deed restrictions and
protective covenants are necessary to ensure that the development maintains a "built -upon"
area consistent with the design criteria used to size the stormwater control facility The
following deed restrictions and covenants must be recorder) prior to the sale of any lot
1 The following covenants are intended to ensure on oing compliance with State
Stormwater Management Permit Number as issued by the Division
of Water Quality under NCAC 2H 1000 77� � �0 7
2 The State of North Carolina is made a beneficiary of these covenants o he ex�nt
necessary to maintain compliance with the stormwater management permit
3 These covenants are to run with the land and be binding on all persons and parties
claiming under them
4 The covenants pertaining to stormwater may not be altered or rescinded without the
express written consent of the State of North Carolina, Division of Water Quality
5 Alierahon of the drainage as shown on the approved plan may not take place without
the cormcurnence of the Division of Water Quality.
6 The maximum allowable bunt -upon area per lot is qlU - -r squar eet his
