Craven County GIs mapping (2009), including 2007 aerial, and tax information (2009) indicated undeveloped properties in the APE and one SS (CV 1209) immediately adjacent (viewed 14 December 2009). The latter contains an undistinguished circa-1940 domestic building and circa-1920 agricultural building and a mid- nineteenth-century coastal cottage," remodeled in the early twentieth century, of local significance. The buildings are located at the southernmost end of the property, approximately 700 feet south of the APE and screened from it by a cultivated field of relatively high elevation. Constructed in 1961, Bridge No. 206 is neither included in the NCDOT Historic Bridge Survey, nor representative of any distinctive engineering or aesthetic type. County survey and related publication include no properties in the APE; two of the four SS on the proposed detour route (CV 1154 and CV 1209) are discussed in the survey publication, pp. 521 and S22 (Peter S. The project is to be completed within the existing 60ft. right-of-way and measures approximately 50ft. in length (APE). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A map review and site file search was conducted at the Office of State Archaeology on Thursday, December 3, 2009. No previously recorded archaeological sites are situated within the currently defined APE, immediately adjacent to the APE, or general vicinity (5 mile radius or more). A review ofNRHP listed properties/districts within Craven County was completed and identified no such resources within or adjacent to the project area. The mapped soil unit within the APE is Masontown mucky fine sandy loam & Muckalee sandy loam, frequently flooded soils. These soils are described as nearly level, poorly drained, and very poorly drained with high water tables at, or near the surface and frequently flooded for long periods of time. Archaeological site potential is very low in association with this soil type, as traditionally, people like to habitate on dry land. In addition, aerial photographs and topographic maps were inspected by the cultural resource specialist to gauge environmental factors that may contribute to historic or prehistoric settlement within the APE. Overall, the APE encompasses hydric soil conditions and no topographic variation; additionally, Mosely Creek does not appear to be a natural water source, but rather a channelized ditch, which are common features throughout the outer coastal plain, further diminshing archaeological site potential. A review of Craven County historic maps placed no structures or any other features within the currently defined APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The lack of existing archaeological or historical resources, along with hydric soil types, no topographic relief, the crossing of a man-made water channel, and the diminutive and restricted nature of the APE make it unlikely that any significant cultural resources would be contained within the construction footprint of the proposed project. These measures should be maintained until a permanent vegetative cover is established and project is complete Pipe Installation Schedule • Install erosion/sediment control devices per plans. • Remove material while limiting, as much as possible, material and sediment from entering the stream and/or escaping from the project. • Prepare pipe foundation while taking care to limit material and sediment from entering the stream and/or escaping from the project. Where possible new grade should be below the existing streambed. Bedding material will be washed stone. • Place new pipe and compact fill. • Install slope protection on outlet and inlet ends of pipe (Class B Granite riprap). • Establish permanent vegetation as soon as possible • Remove sediment control devices after project has stabilized and permanent vegetative cover is established.
