Transportation Project along SR 2424 (C Holder Lane) in Hamett County. The project will be
completed in compliance with NCDENR Division of Water Quality General Certification 3704,
and, USACE Nationwide Permit #14.
This project is being submitted under the 401 Automated Payment Procedure. The State
Project Number is 6C.043025 and the permit fee is 2$ 40.00.

Culvert Replacement SR-2424- C Holder Lane Harnett County
State Project Number: 6C.043025 -- - - - - -
The North Carolina Department of Transportation (NCDOT) has scheduled to clear, grade, drain,
base and pave SR-2424 (C Holder Lane), Harnett County. The total project length is 0.25 miles.
The roadway will be improved from an existing 20 feet wide gravel/dirt road within a limited 40
foot maintenance limit, to a paved 20 foot width, with 6 foot stabilized shoulders. C Holder
Lane has a dedicated 50 foot Right-of-Way. The project will require the replacement of one (1)
wet cross lines as shown below:

Construction of this project will require impacts to the waters of the United States in the Middle
Cape Fear River Basin. Permit site 41 conveys drainage to an UT to the Pistol Branch (Class Q.
The project is located within the 03030004 Hydrologic Unit, sub basin 03-06-14.

SR 2424 serves as an access to rural homesites in Harnett County. Topographically the road is
steep for the first 800ft and is a sandy upland. Then gradually slides down into wetlands which
are adjacent to an unnamed tributary to Pistol Branch.
Permit Site #1 is located at Station 11+87.36. Currently, there is a 20LF 54" CMP that
conveys the UT to Pistol Branch under the road. The existing culvert is extensively corroded and
it's length is substandard. Upon removal of the existing pipe a 40 LF 72" CSP with Headwalls
and Wingwalls will be installed. The Wingwalls will increase the stream impacts by 5 feet both
up and down stream. At the downstream of the proposed culvert, there will be a 10 LF Rip-Rap
impact to preserve the stream bank. (As per COE and DWQ request). The total length of the
stream impact is 50 LF. Headwater Forest wetlands (NCWAM) have been identified along the
upstream side of the road. The project will impact upon 0.008 acre of wetlands while bringing
SR 2424 up to current highway safety standards.
RESOURCE STATUS
In general, there will be minor impacts proposed as a result of the replacement of the culvert
along SR-2424 (C Holder Lane) in Hamett.County. This culvert site has undergone human
manipulation. A Nationwide Permit 914 / NCDENR 401 WQC 3704 is required for the project.
Endangered Species: Plants and animals with Federal classification of Endangered (E) or
Threatened (T) are protected under provisions of Section 7 and Section 9 of the Endangered
Species Act of 1973, as amended. As of January 31, 2008, the U.S. Fish and Wildlife Service
lists four federally protected species for Harnett County.

A biological conclusion of "No Effect" was reached for all species during the September 23,
2009 survey for protected species. Protected species were not identified, nor, was the general
habitat for each species identified.
REGULATORY APPROVALS
Application is hereby made for a Department of the Army Nationwide Permit 14 / NCDENR 401
WQC 3704 as required by the above-described activities.
The National Register was reviewed in addition to conducting a field view of the project for
significant historic features.
The project impacts are minor in nature and should not remove or degrade existing water quality
uses. Pipe sizes proposed are the minimum necessary to create a safe highway while
accommodating the 25-year design storm. There is no record within the NCDOT District 2
Office (Harnett County) that the road experiences flood overtopping. By utilizing the erosion
control measures, downstream water quality standards will be protected. All appropriate BMP's
will be utilized during construction.
Attached is a Preconstruction Notification Form, plan sheets, marked county road map, quad
location map and photographs.

Existing 20 foot dirt road with maintenance limits 40 feet in width. Road is wooded with rural homesites located at the end
of the road.

3d. Explain the purpose of the proposed project:
By Statue, NCDOT is required to pave all unpaved secondary roads. To ensure that the roadway meets current safety
standards, the road will be paved to a width of 20 feet, 6 foot grass shoulders will be installed on each side and 3:1 side
slope will be provided within the 50 foot right of way.
3e. Describe the overall project in detail, including the type of equipment to be used:
Bring SR 2424 up to current safety standards, ie. 20 foot paving with 6 foot stabilized shoulders and 3:1 side slopes within
a 50 foot right of way. The exsiting culvert is deteriorated and needs to be replaced. Impacts will be minimized as much
as possible. The culverts will be replaced utilizing a track-hoe excavator. While front end loaders will place fill material.
Eventually a motor grader will finish grade the project prior to paving.
