Boat Dock Replacement Brunswick County, North Carolina Dear Sirs: On behalf of Mr. Dennis Grubb of Marlee Acres Recreation Club, Inc., we are pleased to submit this pre-construction notification for the unavoidable impacts to water resources associated with the project. This letter summarizes our findings and requested approvals. BACKGROUND: Marlee Acres Recreation Club, Inc.'s boat ramp is in dire need of replacement. The boat ramp is intended to service the residents of Marlee Acres as a water dependant structure. The existing condition of the structure is problematic to safely launch recreational vessels. The existing boat ramp currently consists of a variable depth concrete ramp and vertical concrete columns. After an in-depth inspection of current conditions by The Brigman Company, ramp replacement is recommended. The Brigman Company contacted the N.C. Division of Coastal Management to inquire on the best course of action. After further review and coordination, the proposed replacement structure could be replaced, as long as, the new structure remained within the existing boat ramp footprint. The boat ramp accesses the Atlantic Intracoastal Waterway and is located within coastal estuarine area. No coastal vegetation will be impacted through project construction since no work will occur outside of the existing concrete structure. The project is located within the Carolina Coastal-Sampit Watershed (HUC# 03040207) The property is owned by Marlee Acres Recreation Club, Inc. and is 0.70 acres. The property is located 0.6 miles south of N.C. 904 at the end of Harbor Drive on the north side of the Atlantic Intracoastal Waterway in the jurisdictional limits of Ocean Isle Beach, North Carolina (see Location Map - Figure 1). Box 1 532 • CONWAY, SC 29528 • (843) 248-9388 • FAX (843) 248-9596 The Brigman Company has been contracted by the applicant to review the proposed project objectives, assess the impacts that these activities on wetlands functions and suggest project revisions which will minimize impacts and insure the project is consistent with state and federal guidelines and regulations. AVOIDANCE/MINIMIZATION EFFORTS & IMPACT SUMMARY: Complete avoidance of impacts to water resources is not practical due to the nature of a water dependant use boat ramp facility. Impacts to water resources were minimized to only impact waters within the footprint of the existing boat ramp. No additional area will be impacted outside of the footprint of the existing ramp facility. Other alternatives were considered, but had additional impacts to water resources and were abandoned to fully-minimize water resource impacts. Boat ramp replacement activities will impact 825 square feet of waters below the mean high water mark. Throughout the design process the unavoidable impacts to water resources was minimized to the maximum extent possible.
