A. Description of Project
1. Type of Development
This project consists of construction of an 8210 SF building with associated parking
designated for 128 vehicles, load inglunloading zone, driveway, drainage, and site utilities. The site
area is 2.58 acres.
Earth Disturbing Activities
a. Excavation and fill for building foundation and floor slab.
b. Grading associated with driveway and parking lot construction.
C. Excavation and backfill for site utilities.
d. Excavation and backtill for installation of site drainage and excavation of the proposed
stonnwatcr pond.
3. Soil types
According to the Carteret County Soil Survey, the soils are classified as Ln-Leon sand.
Drainage
The site presently drains by surface runoff from the front of the property northward to
Atlantic Railroad and then westward to the existing canal eventually draining to The Newport River
(Class SQ. Following construction, all stormwater will be directed to drop inlets and then piped to
a stonnwater detention pond adjacent to the rear property line. Discharge from the pond will be
piped to the existing drainage ditch located along Atlantic Railroad
B. Erosion and Sedimentation Control Measures
The following measures are proposed for the site. If it becomes evident that additional erosion and
sedimentation control treasures are needed, they shall be installed immediately. It is intended that all grading
and excavation activities within a certain area will be protected as soon as that activity is complete.
1. Sediment Fence - Sediment fence will be utilized as necessary in locations as shown on plans or as
deemed necessary by the engineer to insure that off -site sedimentation in controlled.
2. Sediment Basins- The detention pond to be constructed between the parking lot an the highway will
serve as a sediment basin during construction. Sediment volume from the earth disturbing
activities draining to the pond is estimated to be 5346 cubic feet based on 2.97 acres of disturbance.
The pond has a capacity in excess of 13500 cubic feet. Once construction is completed basin shall
be cleaned to the original design depth.
3. Temporary Sediment Trap — A sediment trap will be constructed as shown on plans and serve to
trap sediment and prevent from the sediment moving off -site in concentrated areas.
4. Riprap outlet protection- Riprap to be installed at locations shown on plans to reduce energy at high
velocity areas.
5, Seeding - All disturbed areas will be seeded within 14 days following construction in accordance
with the seeding schedule shown on plans.
6. Existing Asphalt Construction Entrance -- Existing asphalt construction entrance will be used to
reduce transport of sediment off site.
7. Drop Inlet Protection - Inlet protection, silt fence around inlets, will be used to reduce the amount
of sediment entering the stone drainage piping system during construction.
C. Time Sequence of Operations
t. Remove and/or relocate any existing obstructions and demolition of structures.
2. Install stone construction entrances and begin clearing and grubbing.
3. Install silt lcncing at specified locations.
4. Complete clearing and grubbing operations.
5. Excavate, rough grade and construct stormwater detention basin with overflow device.
6. Seed and mulch all areas of disturbance not to be paved within 14 days of land disturbance.
7. Install drop inlets and storm drainage piping with sedimentation control measures as shown on
detail.
8. Install utilities.
9. Fine grade drive and parking area and place stone base course.
10. Construct building.
11. Install curb and gutter, pave drive and parking area.
12. Perform final grading, seed and mulch all remaining disturbed areas.
13. Remove accumulated sediment from stonnwater detention basin to original design depth and
perform final grading of basin.
14. Install wet detention basin vegetation as specified on seeding schedule.
D. Design Assumptions
1. Design storm is ten years.
2. The rational method was used for design.
E. ' Wet Detention Basin Operation and Maintenance
1. After every significant runoff producing rainfall event and at least monthly:
a. Inspect the wet detention basin system for sediment accumulation, erosion,
trash accumulation, grass cover, and general condition.
.b. Check and clear the orifice and overflow device of any obstructions.
2. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow
vegetative cover to maintain a maximum height of six inches, and remove trash as needed.
3. Inspect and repair the collection system (piping, flu)ms, swales, rip rap) quarterly to maintain
proper functioning.
4. Remove accumulated sediment from the wet detention basin systems semi-annually or when depth
is reduced to 75% of the original design depth.

sediment removal benchmark depth: 4.50' 2.25'
Removed sediment shall be disposed of in an appropriate manner in no way adversely impacting
water quality.
5. Remove cattails and other indigenous plants when they cover 50% of the basin surface.
F. Coastal Stormwater Regulations
The North Carolina Division of Environmental Management implemented coastal stonnwater
regulations in coastal counties on January 1, 1988. these regulations are detailed in 15 NCAC 2H.1000
Stormwater Runoff Disposal. These rules allow for a development to be considered under various options.
This project is submitted for approval consideration under Section .1003(d)(2).

A. Description of Project
1. Type of Development
This project consists of construction of a 9820 SF building with associated parking
designated for 128 vehicles, loading/unloading zone, driveway, drainage, and site utilities. The site
area is 2.58 acres.
2. Earth Disturbing Activities
a. Excavation and fill for building foundation and floor slab.
b. Grading associated with driveway and parking lot construction.
C. Excavation and backfll for site utilities.
d. Excavation and backfill for installation of site drainage and excavation of the proposed
stormwater pond.
3. Soil types `
According to the,,Carteret County" Soil Survey; the soils are classified as Ln-Leon sand.
4. Drainage A' `
The site presently drains by surface runoff from the front of the property northward to
Atlantic Railroad and then .westward to the existing canal,eventually draining to The Newport River
(Class SQ. Following construction, all stormwater will be directed to drop inlets and then piped to
a stormwater detention pond adjacent to the rear property line. Discharge from the pond will be
piped to the existing drainage ditch located along Atlantic Railroad
B. Erosion and Sedimentation Control Measures
The following measures are proposed for the site. If it becomes evident that additional erosion and
sedimentation control measures are needed, they shall be installed immediately. It is intended that all grading
and excavation activities within a certain area will be protected as soon as that activity is complete.
l . Sediment Fence - Sediment fence will be utilized as necessary in locations as shown on plans or as
deemed necessary by the engineer to insure that off -site sedimentation in controlled.
2. Sediment Basins -The detention pond to be constructed between the parking lot an the highway will
serve as a sediment basin during construction. Sediment volume from the earth disturbing
activities draining to the pond is estimated to be 5346 cubic feet based on 2.97 acres of disturbance.
The pond has a capacity in excess of 1354a cubic feet. 'Once construction is completed basin shall
be cleaned to the original design depth. - i .
3. Temporary Sediment Trap.— A sediment trap will be constructed as shown on plans and serve to
trap sediment and prevent from the sediment moving off -site in concentrated areas.
4. Riprap outlet protection- Riprap to be installed at locations shown on plans to reduce energy at high
velocity areas.
S. Seeding - All disturbed areas will be seeded within 14 days following construction in accordance
with the seeding schedule shown on plans.
6. Existing Asphalt Construction Entrance — Existing asphalt construction entrance will be used to
reduce transport of sediment off site.
7. Drop Inlet Protection - Inlet protection, silt fence around inlets, will be used to reduce the amount
of sediment entering the storm drainage piping system during construction.

C. Time Sequence of Operations
1. Remove and/or relocate any existing obstructions end demolition of structures.
2. Install stone construction entrances and begin clearing and grubbing.
3. Install silt fencing at specified locations.
4. Complete clearing and grubbing operations. '
5. Excavate, rough grade and "construct stormwater defention`basin with overflow device.
6. Seed and mulch all areas of disturbance not to be paved witbi'n 14 days of land disturbance.
7. install drop inlets and storm drainage piping with sedimentation control measures as shown on
detail.
8. Install utilities.
9. Fine grade drive and parking area and place stone base course.
10. Construct building.
l . Install curb and gutter, pave drive and parking area.
12, Perform final grading, seed and mulch all remaining disturbed areas.
13. Remove accumulated sediment from stormwater detention basin to original design depth and
perfonn final grading of basin.
14, Install wet detention basin .vegetation as specified on seeding schedule.
D. Design Assumptions
1. Design storm is ten years.

E. Wet Detention Basin Operation and Maintenance"
I, After every significant runoff producing raijnfall event and at least monthly:
a. Inspect the wet detention basin system for sediment accumulation, erosion,
trash accumulation, grass cover, and general condition.
b. Check and dear the orifice and overflow device of any obstructions.
2. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow
vegetative cover to maintain a maximum height of six inches, and remove trash as needed.
3. Inspect and repair the collection system_ (piping, flumes, swales, rip rap) quarterly to maintain
proper functioning.
4, Remove accumulated sediment from the wet detention basin systems semi-annually or when depth
is reduced to 75% of the original design depth., y� ,

F. Coastal Stormwater Regulations
The North Carolina Division of Environmental Management implemented coastal stormwater
regulations in coastal counties on January 1, 1988, these regulations are detailed in 15 NCAC 211.1000
Stormwater Runoff Disposal. These`rules allow for a development to he considered under various options.
This project is submitted for approval consideration under Section .1003(d)(2).

A. Description of Project
Wayne See Property is a planned commercial subdivision, located in Carteret County. The project
consists of 30 commercial lots on 37.72 acres.
The site presently drains to the north into The Narrows (Newport [fiver), which is classified as
"SC" waters. The project is being proposed as high density with impervious surfaces totaling 62% of
the tract (see plans for allotments). The project is proposing curb outlets and drainage ditches for the
treatment of stormwater.
The project will be constructed in two phases. The right of ways within eachphase will limit
initial construction to one hundred feet. Once the utilities and roads are constructed and this area
stabilized, the lots will then be disturbed on a lot by lot basis by others. The proposed land disturbance
will not occur at one time. Prior to initiating a subsequent phase, the previous phase shall be
stabilized.
B. Erosion and Sedimentation Control Measures - I
The following measures are proposed for the site. lf.it becomes evident that additional erosion and

trap sediment and prevent from the sediment moving off -site.
Maintenance Plan

I. All erosion and sediment control measures 'shall be checked for stability and cffective operations
following every runoff producing rainfall event or at least once per week. Repairs required shall
be completed immediately to the dimension and functions indicated on the plans.
2. Sediment shall be removed form behind the sediment fencing when it becomes 0.5 feet deep at the
fence. The fence shall be replaced or repaired as necessary to maintain a barrier.

3. All seeded areas shall be fertilized, seeded and mulched within 15 days of disturbance. Disturbed
areas shall be fertilized, reseeded and mulched as necessary according to the Contract documents
to establish and maintain a dense vegetative cover.
Construction Sequence
1. Clear and grub areas within right of way, drainage and utility easements as shown with land
disturbance limits line.
2. Install stone construction entrance.
3. Install silt fencing where specified on plans within area,of construction.
4. Construct drainage ditches and temporary'sediment,'irap"s; where specified. Install Excelsior
erosion control blanket within all swales. Seed constructed drainage swales within 14 days of land
disturbance. 4
5. Construct pond.
6. Rough grade area within right-of-way
7. Install utilities.
8. Fine grade street areas and seed areas to remain outside of paved area.
9. Install curb and gutter, drainage features and place CABC.
10. Pave streets.
11. Perform final seeding and mulching.
12, Remove temporary sediment traps within drainage area once all lots within said drainage area
have been developed and drainage swales are stabilized are stabilized.
13. Remove accumulated sediment from stormwater pond upon completion of project.
