Initial in the space provided to indicate the following design requirements have been met and supporting documentation is attached. If the applicant has designated an agent in the Stormwater Management Permit Application Form, the agent may initial below. If a requirement has not been met, attach justification. Applicants Initials a. The permanent pool depth is between 3 and 6 feet (required minimum of 3 feet). b. The forebay volume is approximately equal to 20% of the basin volume. c. The temporary pool controls runoff from the design storm event. d. The temporary pool draws down in 2 to 5 days. e. If required, a 30-foot vegetative filter is provided at the outlet (include non -erosive flow calculations) f. The basin length to width ratio is greater than 3:1. g. The basin side slopes above the permanent pool are no steeper than 3:1. h. A submerged and vegetated perimeter shelf with a slope of 6:1 or less (show detail). i. Vegetative cover above the permanent pool elevation is specified. j. A trash rack or similar device is provided for both the overflow and orifice. k. A recorded drainage easement is provided for each basin including access to nearest right- of-way. 1. If the basin is used for sediment and erosion control during construction, clean out of the R>i basin is specified prior to use as a wet detention basin. ,1 m. A mechanism is specified which will drain the basin for maintenance or an emergency. III. WET DETENTION BASIN OPERATION AND MAINTENANCE AGREEMENT The wet detention basin system is defined as the wet detention basin, pretreatment including forebays and the vegetated filter if one is provided. Inspect the wet detention basin system for sediment accumulation, erosion, trash accumulation, vegetated cover, and general condition. b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs within 2 to 5 days as designed. 2. Repair eroded areas immediately, re -seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. 3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain proper functioning. 4. Remove accumulated sediment from the wet detention basin system semi-annually or when depth is reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wet detention basin or strearn, etc.). The measuring device used to determine the sediment elevation shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments. When the permanent pool depth reads feet in the main pond, the sediment shall be removed. When the permanent pool depth reads 3•'75 feet in the forebay, the sediment shall be removed. The Hamptons Phases I & II (formerly Brunswick Plantation North) Brunswick County Dear Mr. McLamb: The Wilmington Regional Office received previously requested information for the pending modification to the Stormwater Management Permit for The Hamptons Phases I & 11 on October 3, 2007. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Please sign, seal and date the revised calculation pages. 2. Where there are errors on the "deemed permitted" plans, the submittal of a modification allows the Division to require these errors to be addressed. The forebay volume for the ponds must be that volume between the bottom of each forebay and the reported permanent pool elevation for the pond it serves, not the permanent pool elevation for the forebay. An example of this is Pond #1, whose permanent pool elevation is 34.0. The calculations, however, use 34.5 as the elevation at which to calculate the forebay volume of Forebays B-D. 3. There is a statement on the deed restriction document regarding the possibility of changes to the lot numbering. Please remove this statement, as any changes to the lot numbers must be submitted as a plan revision. W I k- c+,,,,ft-e-AtA6 i Please note that this request for additional information is in response to a preliminary review. The requested information should be received in this Office prior to December 30, 2007, or the application will be returned as incomplete. The Hamptons Phases I & II (formerly Brunswick Plantation North) Brunswick County Dear Mr. McLamb: The Wilmington Regional Office received a modified Stormwater Management Permit Application for The Hamptons Phases I & II on June 27, 2007. A preliminary review of that information has determined that the application is not complete. The following information is needed to -continue the stormwater review: 1. Only a person who is at least the vice president in the corporation may sign the permit application. Your signature can be accepted only if accompanied by a signed letter from a person of at least the level of vice president in the corporation, authorizing you to sign the application on behalf of the corporation. 2. There is a supplement for Pond 5, but no calculations have been provided. 3. There are some inconsistencies between the calculations and the supplements regarding the permanent pool volume and the forebay volume for Ponds 1, 4, 6, & 8. Except for Pond 8, these are multiple forebay ponds. The permanent pool volume is that volume contained in the pond & forebays between the bottom and the permanent pool elevation. Some forebays appear to have higher permanent pool elevations than the pond. Use the same pond elevations in each forebay to determine the volume in the forebays. The calculations also appear to exclude some of the forebays. If you don't include all of the forebays in the forebay volume calculation, don't use all the forebays for the overall surface area or permanent pool volume calculations, either. 4. The calculations for Ponds 4 and 6 each mention a "West Pond" in their surface area and volume totals, but no separate areas or volumes have been provided which are labeled as "West Pond". 5. Please specify the wetlands species to be planted on the vegetated shelf. 6. Please check the addition for Forebays A & B of Pond 6. When I add up the numbers in the calculations, I get 2,434,050, not 1,955,083. 7. For Pond 8, only the volume of Forebay #1 was reported on the supplement. The forebay volume provided to report on the supplement should be the total volume in both Forebay #1 and Forebay #2, or 201,201. nc Nalihcuolina d1 aturally North Carolina Division of Water Quality 127 Cardinal Drive E:xlension Wilmington, NC 28405 Phone (910) 796-7215 Cuslotner Service Wilmington Regional Office Internet: %vww.ncwaterquality.arg Fax (910) 350-2004 1-877-623-6748 An Equal OpporlunitylAffirmative Action Employer — 50% Recycled110% Post Consumer Paper Mr. McLamb September 5, 2007 Stormwater Application No. SW8 031026 Mod. 8. Deed restrictions and protective covenants are necessary to ensure that the development maintains a "built -upon" area consistent with the design criteria used to size the stormwater control facility. I, acknowledge, affirm and agree by my signature below, that I will cause the following deed restrictions and covenants to be recorded prior to the sale of any lot: 1. The following covenants are intended to ensure ongoing compliance with State Stormwater Management Permit Number as issued by the Division of Water Quality under NCAC 2H.1000. 2. The State of North Carolina is made a beneficiary of these covenants to the extent necessary to maintain compliance with the stormwater management permit. 3. These covenants are to run with the land and be binding on all persons and parties claiming under them. 4. The covenants pertaining to stormwater may not be altered or rescinded without the express written consent of the State of North Carolina, Division of Water Quality. 5. Alteration of the drainage as shown on the approved plan may not take place without the concurrence of the Division of Water Quality. 6. The maximum allowable built -upon area per lot is square feet.
