SW DOC TYPE ❑ CURRENT PERMIT APPROVED PLANS ❑ HISTORICAL FILE DOC DATE a/QD&II Ry YYYYMMDD PROJECT PURPOSE The purpose of this project is to construct a school, a gynasium and associated parking. The project will also convert an existing asphalt area currently occupied by mobile classrooms into parking. CONSTRUCTION SEQUENCE 1. Obtain Soil Erosion & Sedimentation Control Plan Approval from NC DENR Regional Office before commencement of project. 2. Hold Pre -Construction meeting with NC DENR representative, Contractor, and Owners Representative. 3. Construct temporary gravel construction entrance /exit, install Temporary Sediment Fence (Silt Fence) in accordance with the approved plan. Clear only to the extent required to 1 install the approved erosion control measures. 4. Remove existing buildings and asphalt areas as noted on the approved plan. 5. Relocate /install utilities as shown on the approved plan. 6. Bring building pad to elevation and begin construction of school and gymnasium. 7. Construct drop inlet, convert existing catch basin to a junction box, install 6" PVC and construct required inlet protection. Do not excavate for Bioretention Basin or install 6" PVC underdrain. 8. Install concrete curb & gutter, concrete sidewalk, aggregate base course and asphalt base course. 9. Install 6" perforated PVC underdrain and construct Bioretention Basin. 10. Complete building construction and place asphalt surface course. 11. Stabilize all disturbed areas with permanent seeding & mulching in accordance with the proposed seeding schedule. 12. Once all disturbed areas are permanently stabilized, including paving, call for Final Inspection with NC DENR. Once an approval form from a NC DENR Inspector has been issued, remove all temporary erosion control devices and place permanent vegetation on all distrubed MAINTENANCE PLAN 1. All erosion and sediment control practices will be checked for stability and operation following every run-off producing rainfall event and at least as a minimum not less than once every week. Any needed maintenance or repairs will be mode immediately. 2. All devices will be cleaned of sediment once 50% of the capacity of the device is reached. 3. All sediment will be removed from in front of all sediment fence once it becomes about 0.5 ft. deep at the fence. 4. All seeded areas will be fertilized, reseeded as necessary, and mulched according to the vegetative plan to maintain a vigorous, dense cover. CONSTRUCTION DETAILS /NOTES 1. All construction and repairs shall conform to the Plans, Standards and Specifications for the City of Havelock. 2. In the event of any discrepancies in specifications, the more stringent will govern. 3. The Plans and Plan Details shall take precedence over the City of Havelock Standard Details. 4. The Contractor will be responsible for notifying all utility owners prior to construction and responsible for verifying vertical locations. The utility locations shown are approximate only. There may be utilities present which have not been shown. Seeding Preparation 1) Chisel compacted areas and spread topsoil 3 inches deep over adverse soil conditions, if available. 2) Rip the entire area to 6 inches depth. 3) Remove all loose rock, roots, and other obstructions leaving surface smooth and uniform. 4) Apply agricultural lime, fertilizer, and superphosphate uniformly and mix with soil (see below*). 5) Continue tillage until a well -pulverized, firm, reasonably uniform seedbed is prepared 4 to 6 inches deep. 6) Seed on a freshly prepared seedbed and cover seed lightly with seeding equipment or cultipack after seeding. 7) Mulch immediately after seeding and anchor mulch. 8) Inspect all seeded areas and make necessary repairs or reseedings within the planting season, if possible. If grandstand should be over 60% damaged, reestablish following original lime, fertilizer and seeding rates. 9) Consult Conservation Inspector on maintenance treatment and fertilization after permanent cover is established. `A. Consult Conservation Engineer or Soil Conservation Service for additional information concerning other alternatives for vegetation or denuded areas. The above vegetation are those which do well under local conditions; other seeding rate combinations are possible. ***Temporary - Reseed according to optimum season for desired permanent vegetation. Do not allow temporary cover to grow over 12" in height before mowing, otherwise fescue may be shaded out. AS THE TOXIC SUBSTANCES ACCUMULATE, THE PLANT BIOLOGICAL FUNCTIONS MAY BECOME IMPAIRED, AND THE PLANT MAY EXPERIENCE DWARFED GROWTH FOLLOWED BY MORTALITY, THE BIOTA WITHIN THE SOIL CAN ALSO BECOME VOID AND THE NATURAL SOIL CHEMISTRY MAY BE ALTERED. THE PREVENTATIVE MEASURES WOULD INCLUDE THE REMOVAL OF THE CONTAMINATED SOIL. IN SOME CASES, REMOVAL AND DISPOSAL OF THE ENTIRE SOIL BASE AS WELL AS THE PLANT MATERIAL MAY BE REQUIRED. MULCH BIORETENTION AREAS SHOULD BE MULCHED ONCE THE PLANTING OF TREES AND SHRUBS HAS OCCURED. ANY GROUND COVER SPECIFIED AS PLUGS MAY BE INSTALLED ONCE THE AREA HAS BEEN MULCHED, GROUND COVER ESTABLISHED BY SEEDING AND10R CONSISTING OF GRASS SHOULD NOT BE COVERED WITH MULCH. PLANT MATERIALS AN IMPORTANT ASPECT OF LANDSCAPE ARCHITECTURE IS TO DESIGN AREAS THAT REQUIRE LITTLE MAINTENANCE. ANNUAL MAINTENANCE WILL BE REQUIRED FOR PLANT MATERIAL, MULCH LAYER, AND SOIL LAYER. A MAINTENANCE SCHEDULE SHOULD INCLUDE ALL OF THE MAIN CONSIDERATIONS DISCUSSED BELOW. THE MAINTENANCE SCHEDULE USUALLY INCLUDES MAINTENANCE AS PART OF THE CONSTRUCTION PHASE OF THE PROJECT AND FOR THE LIFE OF THE DESIGN. AN EXAMPLE MAINTENANCE SCHEDULE IS SHOWN IN THE TABLE ON THIS SHEET. MAINTENANCE REQUIREMENTS WILL VARY DEPENDING ON THE IMPORTANCE OF AESTHETICS.
