E DIRECTOR_"s +;t Y r 11 V 4 NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES DIVISION OF LAND RESOURCES March 13, 2000 Mr John F Kime, Executive Director Piedmont Triad Regional Water Authority Wilmington Building, Suite 217 2216 West Meadowview Road Greensboro, North Carolina 27407-3480 RE Approval to Construct Randleman Lake Dam Randolph County Cape Fear River Basin Dear Mr Kime This is in response to your submissions dated April 7, 1999, April 28, 1999, and October 5, 1999 which were received on April 14, 1999, April 30, 1999, and October 7, 1999, respectively, of plans, specifications and design data for the construction of the subject dam in Randolph County on Deep River in compliance with the Dam Safety Law of 1967 These plans, specifications and design data were prepared under the supervision of Mr James R Talbot, P E with GEI Consultants, Inc Also, Check No 5671 in the amount of $200 00 serving as the minimum application processing fee was received on April 14, 1999 This letter constitutes approval of the proposal to construct the ' subject dam according to the plans and specifications submitted to this Division on April 14, 1999, April 30, 1999 and October 7, 1999 with the following stipulations fi 1 A A minimum flow must be released from the dam site at all times according to the following schedule Reservoir Level Minimum Release - �s (Percentage of Usable Water (cubic feet ° y per Supply Storage) second( ,ems Tier 1 60% to 100% 30 Tier 2 z30% to <60% 20 Tier 3 0% to <30% 10 LAND QUALITY SECTION (919) 733 4S74 FAX (919) 733 2B76 GEOLOGICAL SURVEY SECTION (919)733 2423 FAX(919)733 0900 P O BOX 27687 RALEIGR NORTR CAROLINA 27611 7687 TELEPNONE (919) 733 3833 FAX (919) 715 8801 AN EQUAL OPPORTUNITY/ AFFIRMATIVE ACTION EMPLOYER 'Do/ RECYCLED/I Oy' POST CONSUMER PAPER Mr John F Kime March 13, 2000 Page 2 In addition to the minimum flow requirements, water supply withdrawals from the lake must also be reduced in conjunction with the reductions in the minimum release Withdrawals must be reduced by 10 percent when the minimum release changes from Tier 1 to Tier 2, and by another 10 percent when the release changes from Tier 2 to Tier 3 The amount of reduction in withdrawal is determined as a percentage of the average daily withdrawal for the 60 days immediately preceding the reduction, and must be achieved within two weeks (15A NCAC 2K 0502(c)(6) B During initial filling of the reservoir, a minimum flow of 30 cubic feet per second or inflow to the reservoir, whichever is less, shall be released from the dam until the normal pool elevation is reached C Minimum flow releases shall be of high quality water, regardless of the water level in the lake D A staff gage shall be provided for the minimum flow release weir located in the stilling basin which indicates the water surface level above the vertex of the weir 2 Project construction shall be supervised by Mr James R Talbot, P E 3 During construction the Division of Land Resources may require such progress reports as are deemed necessary 4 An emergency action plan (EAP) is required for this dam Please note that an EAP must be received by this office prior to issuance of an approval to impound 5 Upon completion of the project, Mr James R Talbot, P E shall inspect the completed work and upon finding (a) that the work has been done as specified, (b) that the dam is safe, and (c) that the minimum stream flow requirements have been met, shall file with the Division of Land Resources two sets of as -built' drawings and a certificate stating that the work has been completed in accordance with approved plans, specifications and other requirements — 6 No water shall be impounded behind the dam until an approval to impound is issued by the Division of Land Resources for operation of this dam 7 You must notify Mr Matthew E Gantt, P E , Regional Engineer, Land Quality Section 585 Waughtown Street, Winston-Salem, North Carolina 27107, telephone number (336) 771-4600 ten days before the start of construction Mr John F Kime March 13, 2000 Page 3 I am enclosing a copy of a cost certification form and an explanation of the final processing fee calculation An additional fee will be required when the engineer's certification is submitted if the construction cost exceeds $10,001 00 In any event, the cost certification must be completed and returned with the engineer's certification before an approval to impound can be processed The Dam Safety Law of 1967 requires that project construction commence within one year from the date of this approval, or the approval is void Sincerely, Charles H Gardner, P G, P E CHG/ASH/ Enclosures cc Mr Matthew E Gantt, P E Mr Jim Mead Mr James R Talbot, P E
