Example: 100,000 sq.ft./2588 sq.ft. =38.64 ERU, 38.64 ERU X$4 per month=$154.56 per month for the stormwater utility fee. The stormwater utility fee sufficiently funds program needs and services, and a staff of 26 employees. The staff consists of the 1 Public Services Manager, 1 Operations Analyst, 1 GIS Analyst, 2 Administrative Associates,3 Stormwater Specialists, 2 Stormwater Supervisors for field service crews, 1 Stormwater Technician (camera truck operator), and 15 Motor Equipment Operators for field service crews. Objectives Comments(Generally describe process for establishing goals/objectives) The overall goal of the Public Education component of the Stormwater Division is to increase citizens' awareness of stormwater, stormwater pollution, and protection of the water quality of our local rivers and streams. Goals of the Public Education Program include raising public awareness on the causes and impacts of stormwater pollution, reducing pollutants that discharge into the Stormwater conveyance system,promoting techniques used to reduce pollutants that enter the stormwater conveyance system, and reducing the amount of floatables from litter/debris. In order to meet these goals,our Public Education program has adopted objectives that include conducting public education at a variety of events and locations, conducting educational programming in schools,distributing materials to residents and businesses, utilizing a variety of media to promote our overall goals (newspaper,social media, billboards,etc.),collaborating with other City departments/divisions. These goals and objectives have been established based on historical records from IDDE incidents, employee interactions with the public which has demonstrated the misunderstanding of basics concepts of stormwater and stormwater pollution and prevention, and observations of trash/litter within the City of High Point. We also use qua litative information gathered during conversations with the public at educational booths such as complaints about neighbors not picking up after their pets or improper disposal of yard waste. We have information available on pollutants in our handouts at public booths,displayed in various places in City Hall,on the City website,and highlighted in public talks and school programs. Our identified pollutants fall into 2 basic categories: Residential(lawn care,yard debris, pet waste, automotive fluids/oils, litter/dumping) and Industrial/Commercial (cooking oils from restaurants, leaking dumpsters, biproducts from industrial activities and waste/wash water from construction activities). 11.13.2.e The permittee promoted and maintained an internet web site designed to convey the Informational Yes Web Site program's message. We maintain a series of pages of stormwater information on the City of High Point's website. There are many pages that cover information such as general information defining stormwater and stormwater pollution, public education opportunities, events, and public speaking,volunteer opportunities, IDDE,flooding,the City's Stormwater Improvement Program and more. II.B.2.f The permittee distributed stormwater educational material to appropriate target Public Education Yes Materials groups. Comments(List distributed materials and quantity,message,distribution mechanism,target audience for each if not included in program documentation/annual reporting) We keep educational materials for practically all target pollutants on hand and have these materials easily accessible when opportunities to arise for distribution. We continue to develop new materials as needed are currently working on a yard waste informational handout. We distribute information throughout the year to businesses,offices,schools, and various groups deemed appropriate for the information. For example, pet waste brochures to veterinary clinics, general stormwater information to school administration and custodial staff, and to those restaurants who have been investigated for an IDDE. Brochures containing information on fats, oils, and grease are scheduled to be delivered to restaurant owners during their annual inspection by the City's Pretreatment Division and Stormwater will be handing this information out as we respond to issues related to restaurant activities. We distribute our general stormwater information brochures to public areas such as customer service/bill pay areas,the Public Services office,the library, community centers, and the High Point Visitor Bureau/Chamber of Commerce. II.B.2.g The permittee promoted and maintained a stormwater hotline/helpline for the Hotline/Help Line Yes purpose of public education and outreach. These platforms can track the number of people reached by views, likes and comments. We also have our Public Information Office post stormwater-related education to the Nextdoor website. We set up an information table at many of events including an annual health fair,a variety of career fairs for elementary up to college students, High Point's cultural festival, High Point University's Earth Day Festival, our annual Public Works Day event, many events during Guilford Creek Week, a monthly table at High Point's Public Library, monthly table at the High Point Farmer's Market, and any other opportunities we can find throughout the year. At these events we use a counting clicker to keep track of the number of interactions with visitors to our table. We also set up an information table at an annual event for National Night Out hosted by our Community Development and Housing Division and attend neighborhood meetings hosted by their division. We present school-age programs in the elementary schools and offer summer camps and daycare facilities the opportunity for field trips to our local parks with creeks where we perform creek and stormwater educational activities. We count the number of students and adults/teachers present at these events as well. Additionally,we advertise stormwater information inside and on the outside of our High Point Transit system buses, have stormwater information flyers sent out with utility bills on an annual/semi-annual basis, and run stormwater informational ads and editorials in the local Spanish language newspaper, La Noticia. Additional Comments: NOTE: Due to the impact of the Corona Virus Pandemic on local government activities,most of our Public Education and Outreach activities had to be canceled or postponed. Stormwater System Mapping The City is required to develop an up -to - date labeled map of its entire stormwater infrastructure system . The stormwater infrastructure system consists of all conveyances within the City Limits , including streets , stormwater structures , pipes , water quality devices , and major outfalls . The U . S . Environmental Protection Agency ( EPA ) defines a " major outfall " as one that is 36 - inches in diameter or greater and drains more than 50 acres from residential areas , or one that is 12 - inches in diameter and drains more than two acres from areas with industrial activity . Currently the City has developed stormwater outfall maps that display many layers included utility layers , SCMs and outfalls . Each outfall is indicted by a color coded dot , the letters SW ( to indicate a stormwater structure ) and a five digit number . Due to its extensiveness and the many elements that make up the City' s stormwater infrastructure system , minor inaccuracies or gaps are anticipated to exist . In addition , the data layers will be constantly changing as new improvements or developments are constructed . General site observations ( date , conveyance type , pipe size ) are recorded on the tablet even if the site is dry . Field measurements will be taken and recorded on the data sheet where there is flowing or ponded water, provided there has been no rain event during the last 72 hours . Qualitative Observations Qualitative observations are intended to provide a general assessment of the site , and include : temperature , pH , ammonia , odor, color, and water clarity, presence of floatable matter, visible deposits / stains , and biological status . At least one photograph will be taken at each site to record the site visit, identify any vegetation or structural changes, and provide additional evidence . Stormwater Outfall Sampling : Field Sample Collection Grab samples are collected by standing downstream and submerging the sample container immediately below the water surface in the upstream direction , disturbing as little of the bottom material as possible . If practical , collect the sample at about 60 % of the stream depth ( from the surface ) in an area of maximum turbulence ( except when sampling for volatile organics ) . Avoid stagnant pools near the edge of flowing streams unless sampling stagnant pools . Enter the channel downstream of the sampling location and move upstream , disturbing as little of the bottom material as possible . For shallow water ( less than 6 inches deep ) , the sample can be collected from the surface of the stream . If the water level is too low to collect an adequate sample , then forego sampling . Any sample that will need to be analyzed by the Ward WTP lab will need to be stored in the appropriate container type for the analytical method to be performed . Water quality samples will be labeled with the following information : • project name • site location • date and time collected • analyses to be performed • sample preservation • samplers initials Samples will then be stored on ice ( 4° C ) for transfer to the proper analytical laboratory . Samples will be considered to be in custody if they are : • In the custodian ' s possession or view, • Retained in a secured place ( under lock ) with restricted access , or • Placed in a container and secured with an official seal such that the sample could not be reached without breaking the seal . Chain - of- custody procedures will be used for all samples throughout the collection , transport, and analytical process . Chain - of- custody procedures will be initiated during sample collection . A Chain - of- custody record will be provided with each sample or group of samples . Each person who will have custody of the samples will sign the form and ensure the samples will not be left unattended unless properly secured . Disposal Upon returning to the office , dispose of all spent test strips in the appropriate waste containers . Documenting Illicit Discharges Documenting Illicit Discharge investigations , especially those resulting in the issuance of an NOV letter, is a critical step in reducing violations in the City of High Point . Illicit Discharge cases where responsible parties are assessed fines may have to be abandoned if they are lacking proper documentation . Illicit Discharges will be photo documented and pertinent information will be recorded in the Illicit Discharge Tracking database . Any digital photos may be put into an electronic folder and for future reference . NOV letters , photos or other correspondence pertaining to the Illicit Discharge will be saved in hard copy form in a folder to be filed . The Stormwater Division will make every effort to conscientiously document and record pertinent information regarding every Illicit Discharge issue . 6 . Equipment Maintenance In order to ensure the quality of field results , maintenance of equipment must be given a high priority . • Rinse probes on a regular basis while conducting field work and each time a sample is above our below benchmark values . • All equipment must be cleaned and serviced at the end of a field shift . • All water quality meters must be calibrated in the office before field use . Calibration solutions should remain uncontaminated and not be used after their expiration dates . • Field meters and cameras must be in proper working order . Ensure all equipment is charged or extra batteries are available . • Clean and rinse all other sampling equipment after returning from the field . Store clean equipment in storage cases . 7 . Health and Safety Dry weather water sampling may occur when the sampling environment and discharges create hazardous conditions . Use safety precautions at all times when conducting dry weather monitoring . • Keep a first aid kit and fire extinguisher in the vehicle . • Watch out for traffic along the access road when sampling or making observations . • Park vehicle off road if possible , turn hazard light on , and place orange safety cones out if you are parking near traffic lanes . • Do NOT remain in open areas or stand under trees if lightning is occurring in the vicinity . • Watch your step ; the ground may be wet and slippery, steep , or unstable . Do not attempt to climb down unsafe slopes . • Wear appropriate attire ( i . e . , hat, safety boots , gloves , and long pants ) . • Be aware of your environment . Watch for : snakes , ticks, bees , poison oak, and stinging nettles . • Use common sense when deciding whether to sample during adverse weather conditions . This program is intended to assess dry weather conditions . Heed all warnings and precautionary statements . • Be familiar with Safety Data Sheets for all chemicals used in the field and when calibrating instruments .
