Goodson, PE Base Deputy Engineer 1095 Peterson Avenue Building 3300 Seymour Johnson AFB, North Carolina 27531 Subject: MS4 PERMIT COMPLIANCE AUDIT DOCUMENTATION REQUEST Seymour Johnson Air Force Base NPDES MS4 Permit No. NCS000335 Wayne County Dear Mr. Goodson: The Department of Environmental Quality (DEQ) will be performing a National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit compliance audit for the subject permit. An on-site audit will be performed, which includes a review of provided documentation, on-site interviews with MS4 representatives, and on-site inspection(s) of industrial facilities that are subject to permitting under NCS000290. The on-site MS4 permit compliance audit is scheduled for October 20-21, 2020 beginning at 9:00 am, and is expected to take at least two (2) full days. Please note that this notification does not meet the DEQ standard 30-day notification period. Therefore, you may request to reschedule the audit for November 9-10, 2020 if you so choose. Please arrange for an appropriate meeting room that will accommodate your representatives, 4 staff members from DEQ, and access to any electronic tools utilized to implement the MS4 Program (e.g. databases, GIS, etc.), and notify me of the location and any requirement to gain access. You are expected to ensure that all relevant staff, contractors and management/leadership/officials are present for the scheduled compliance audit meetings. On-site meeting rooms must provide adequate space for all participants to maintain appropriate social distancing protocols for COVID- 19. If special arrangements or schedule adjustments are necessary to achieve this, please discuss this with me prior to the audit date. All participants in on-site meetings are expected to wear personal protective equipment in accordance with current state requirements, guidelines and recommendations; and to also maintain appropriate social distancing protocols for COVID-19 at all times. If Camp Lejeune has additional base-specific protocols, please advise me prior to the audit date so that DEQ staff can be adequately prepared to comply. DEQ is also formally requesting submittal of required permit documentation prior to the audit. All submitted documentation will become a permanent public record of the compliance audit. Any documents that contain sensitive public security information which should not be included in the public record must be denoted as such upon submission [Ref. N.C.G.S. 132-1.7]. DEQ may request additional information prior to, during and/or following the compliance audit. Please submit following permit documentation for the current permit within seven (7) calendar days of receipt of this letter: 1. Current Stormwater Management Plan (SWMP) 2. MS4 Program organizational chart and associated program responsibilities for staff/positions 3. Formal stormwater program implementation agreements with other entities 4. Approved Comprehensive Watershed Management Protection Plan(s) 5. Approved Base-Wide Stormwater Pollution Prevention Plan 6. List of industrial facilities covered under the NCS000290 permit 7. Description of oil water separators covered under NCS000290, Section I 8. Illicit Discharge Detection and Elimination Program Plan 9. MS4 Operation and Maintenance Plan 10.
