REQUEST FOR MORE INFORMATION
Dear Ms. Wright:
On March 14, 2007, the Division of Water Quality (DWQ) received your application dated August 23,
2007, to fill or otherwise impact 0.062 acres of 404/wetland, 295 linear feet of perennial stream and
22,068 square feet of Zone 1Tar-Pamlico River basin protected riparian buffers and 17,664 square feet of
Zone 2Tar-Pamlico River basin protected riparian buffers to construct the proposed residential
subdivision. The DWQ has determined that your application was incomplete and/or provided inaccurate
information as discussed below. The DWQ will require additional information in order to process your
application to impact protected wetlands and/or streams on the subject property. Therefore, unless we
receive five copies of the additional information requested below, we will have to move toward denial of
your application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete
until we receive this additional information. Please provide the following information so that we may
continue to review your project.
Additional Information Requested:
1. Please provide an overall site plan at a scale of no smaller than 1 "=50", clearly indicating
topographic contours and all isolated or non-isolated wetland, stream, and other waters of the
State as overlays.
2. Please verify that the angle for stream crossing No. 2 is between 75° and 105°.
3. Please clearly indicate all Zone 1 and Zone 2 buffers, and impacts to these, on the site plan.
4. Buffer mitigation is required for this project. Please note Zone 1 buffer impacts are mitigated at a
3:1 ratio, and Zone 2 buffer impacts are mitigated at a 1.5:1 ratio. Please provide a compensatory
mitigation plan which conforms to the requirements in I S NCAC 2H .0500 and is appropriate to
the type of impacts proposed.

5. Based on your proposed perennial stream impacts, you will need to mitigate for 295 linear feet of
perennial stream impact. Please provide a compensatory mitigation plan which conforms to the
requirements in 15 NCAC 2H .0500 and is appropriate to the type of impacts proposed.
6. Level spreaders 1 and 3 appear to be undersized. Please compute the discharge from the one inch
per hour storm using the Rational Method with an appropriate C value. Then, the length of the
level spreader should be computed by multiplying this peak flow by 65 feet per cfs.
7. The area downslope of level spreader 2 appears to be greater than six percent. Please recheck this
and if the slope exceeds six percent, the level spreader must be relocated to a site where the slope
of the filter strip is within allowable limits.
Level spreaders 4, 5, 6 and 7 are not designed appropriately. Level spreaders in series must be
placed with a 25 foot spacing, necessitating placing the second one within Zone 1 of the riparian
buffer (this requires a major variance from the Environmental Management Commission). All
level spreaders must be designed with a concrete level lip. For more guidance on how to meet

Please contact the DWQ within three weeks of the date of this letter to verify that you have received this
letter and to provide us with a date that we may expect to receive this requested information. If we do not
receive this requested information within one week of the date you indicate it will be forthcoming, your
project will be withdrawn and you will need to reapply with a new application and a new fee. Please
contact me in writing and Lauren Cobb of the DWQ Raleigh Regional Office. If we do not hear ftom you
within three weeks, we will assume that you no longer want to pursue this project and we will consider
the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
