HomeMy WebLinkAboutNCG030130_Tier Response_20200129Zahid Khan, Regional Engineer - Mooresville Regional Office Energy, Mineral, and Land Resources NC Department of Environmental Quality 610 East Center Avenue, Suite 301 Mooresville, NC 28115 Subject: Daimler Trucks North America — Gastonia Facility Relief Request for Stormwater Outfall 001- COC NCG030130 Shield Project No. 1140099-08 Dear Mr. Khan, Daimler Trucks North America — Gastonia (the facility) maintains coverage under General Permit No. NCG030000 to discharge stormwater under the National Pollutant Discharge Elimination System for facilities primarily engaged in Metal Fabrication, effective November 1, 2018 (the General Permit) through Certificate of Coverage NCG030130. Monitoring results at Outfall 001 have triggered monthly monitoring for exceedances of the Copper and pH benchmarks. These exceedances obligated the facility to follow the Tier 2 and Tier 3 response outlined in Part II, Section B of the General Permit. As part of the tiered response, Shield has been working with the facility to achieve benchmarks at Outfall 001. Since May of 2014, the facility initiated the following response actions in an effort to achieve benchmark concentrations for Copper: • Construction of a cover shed area for scrap metal roll -off containers. Installed concrete pads for empty roll -off containers, empty totes, and covered wastewater sludge roll -off container area. • Construction of a new roadway connecting Fairview Road to facility on the northwest corner of the property that included additional erosion control system along the new roadway. • Increased sweeping frequency (2 times a week) of all parking and paved surfaces. • Implemented monthly stormwater inspections of roll -off containers. • Instituted area 5S map of outside materials storage areas with shared responsibilities between all 3 shifts. • Implemented vendor inspection of roil -off containers, with agreement for vendor repair prior to leaving the facility. • Implemented the use of a microbial floor cleaner (for use on oily spills and leaks from truck traffic and forklifts) that turns hydrocarbons into carbon dioxide and water. • Portions of the facility's ballast stone roof have been replaced with new vinyl material. DTNA — Gastonia Facility Relief Request for Stormwater Outfall 001 - COC NCG030130 January 23, 2020 Shield Project No. 1140099-08 Page 2 These activities are in addition to the facility's ongoing use of other best management practices: • Use and maintenance of retention ponds; • Use of natural filtration and vegetation where available; • Installation and maintenance of rip -rap lined channels; • Containment dikes for bulk storage and loading/unloading areas; • Double walled bulk storage tanks; • Controlled air emissions; and • Preventative actions such as maintenance, inspections, employee education, limiting outdoor manufacturing operations, installation of drain barriers/inlet protection in high risk areas, construction material review, and vendor inspection of roll -off containers. As shown in the attached charts, these comprehensive response actions, along with the change in benchmark concentrations in the November 2018 General Permit, have collectively led the facility closer to meeting the benchmarks. Monitoring since January 2019 (Period 1 of the November 2018 General Permit) has shown only two (2) benchmark exceedances at Outfall 001: • seasonal pH, August 2019 (pH = 9.3) • copper, June 2019 (Cu = 0.012 mg/L) On behalf of the Gastonia facility, Shield is requesting regulatory relief under Part II, Section B of the General Permit for the Gastonia facility for the remainder of the General Permit term. Specifically, the Gastonia facility requests a release from the continued monthly monitoring and response actions under Tiers 2 and 3 for Copper and pH at Outfall 001.
