Dear Mr. Colburn:
On September 10, 2020 a Pretreatment Compliance Inspection (PCI) was performed by Jim Gonsiewski
and Alex Lowe of the Winston-Salem Regional Office. Mr. Dustin Colburn and Ms. Amber Garwood were
present for the inspection. The purpose of this inspection was to determine the effectiveness of the Town's
pretreatment program, which includes reviewing the files, POTW plant performance, industry monitoring
data, and adherence to the enforcement response plan (ERP).
Background
This is a 4.9 MGD permitted facility. The Town has three (3) Significant Industrial Users (SIUs). None of
these SIUs are categorical.
POTW Interview
There are no plant problems related to pretreatment issues. NPDES permit limit violations for fecal coliform,
ammonia, total suspended solids, and flow were recorded from February 2019 through July 2020. Currently,
the facility is working to prevent additional exceedances of these parameters, which includes a study to
upgrade the facility.
Pretreatment Program Elements Review
The Headworks Analysis (HWA) renewal was submitted on October 12, 2019. The HWA was approved
on April 27, 2020. The next HWA is due on April 1, 2024.
The last Industrial Waste Survey (IWS) was submitted on February 24, 2020. The IWS was approved on
March 27, 2020. The next IWS is due on December 1, 2024
The Sewer Use Ordinance (SUO) was approved on December 3, 2012.
The Enforcement Response Plan (ERP) was approved on March 17, 2020.

The Long Term Monitoring Plan (LTMP) was approved on June 16, 2010. A new plan will be submitted
by September 30, 2020.
LTMP File Review
The LTMP is being conducted at the proper locations and frequencies.
Industrial User Permit (IUP) File Review
A review of the file for Tyson (# 1003) revealed that the monitoring data was well organized and compliant.
A review of the file for the Wilkes County Landfill (#1004-1) revealed that the monitoring data was well
organized and compliant.
A review of the file for the Ashe County Landfill (#1005-1) revealed that the monitoring data was well
organized and compliant.
The slug control plan for Tyson (#1003) was in good order.
No slug control plans are required for the Wilkes County Landfill (#1004-1) and the Ashe County Landfill
(#1005-1).
Action Items
No other action items were noted.
The pretreatment program is considered satisfactory. Ms. Garwood maintains an excellent pretreatment
