Box 218 North Wilkesboro, North Carolina 28659 NORTH CAROLINA Environmental Quality September 29, 2020 SUBJECT: Pretreatment Compliance Inspection (PCI) Town of North Wilkesboro NPDES# NCO020761 Wilkes County Dear Mr. Shell: On September 17, 2020, a Pretreatment Compliance Inspection (PCI) was performed by Alex Lowe and Jim Gonsiewski of the Winston-Salem Regional Office. Mr. Justin Shell and Mr. Scott Perry were present for the inspection. The purpose of this inspection was to determine the effectiveness of the Town's pretreatment program, which includes reviewing the files, POTW plant performance, industry monitoring data, and adherence to the enforcement response plan (ERP). Background This is a 2.0 MGD permitted facility. The Town has two (2) Significant Industrial Users (SIUs). Both SIUs are categorical. POTW Interview There are no plant problems related to pretreatment issues. No NPDES permit limit violations were recorded from April 2018 to August 2020. Pretreatment Program Elements Review The Headworks Analysis (HWA) renewal was submitted on July 16, 2018. The HWA was approved on October 2, 2018. The next HWA is due on July 31, 2023. The last Industrial Waste Survey (IWS) was submitted on August 11, 2017. The IWS was approved on October 31, 2017. The next IWS is due on October 31, 2022 The Sewer Use Ordinance (SUO) was approved on April 30, 2012. The Enforcement Response Plan (ERP) was approved on February 14, 2020. A new plan is due on July 1, 2021. STMP File Review The STMP is being conducted at the proper locations and frequencies. Industrial User Permit (IUP) File Review A review of the file for Gardner Glass (90001) revealed that the monitoring data was well organized and compliant. A review of the file for the Johnston Casuals (90002) revealed that the monitoring data was well organized and compliant. The slug control plan for Gardner Glass (90001) was in good order. The slug control plan for Johnston Casuals (90002) was in good order. Action Items No other action items were noted. The pretreatment program is considered satisfactory.
