This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0083321. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. NCO083321 I11 12I 20/09/23 117 18 i c i Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) A routine compliance inspection of the Onslow Water and Sewer Authority (ONWASA) Hubert Water Treatment Plant (WTP) was conducted on September 23, 2020. The purpose of the inspection was to verify that the facility is operating in compliance with the conditions and limitation specified within Permit NC0083321. Present during the inspection were James Arnold (ONWASA ORC) and myself (Bryan Lievre). The WTP is located at 372 Hubert Blvd, Hubert, North Carolina and derives water from 14 water supply wells (Well No's. 1 through 4 and 6 through 15). The raw water is equipped with three aeration units (set up in parallel), then the water is pumped through one of three trains of greensand filters (for iron and manganese removal and each train has four filters set up in parallel and potassium permanganate is added to regenerate the filters) ), then through three trains of ion exchanger softeners (whereas Trair 1 has 2 units and Trains 2 & 3 have 3 units and all units in each train are installed in parallel and a brin( solution is added to regenerate each unit), and then treated with fluosilicic acid (i.e. fluoride to prevent tooth decay), orthophosphate (for corrosion control) and sodium hypochlorite (for disinfection). The permitted effluent water is the backwash water from the greensand filters and ion exchange softeners, water from floor drains from within the WTP building and a sink within the WTP building which is used to check finished water quality. The bathroom wastewater from the WTP building is discharged into an on -site subsurface system with a pump tank located near the northeast corner of the WTP building and a drain field located near the middle of the western property line. The effluent water (i.e. backwash water and water from floor drains) is sent to one of four lagoons and each lagoon is lined and has a capacity of 0.75 million gallons. The lagoons are set up in series, although the last lagoon (Lagoon #4) is used primarily as an overflow basin. Backwash water is typically sent into Lagoon #1 and is pumped for discharge from Lagoon #3. The WTP has a design flow rate of 6 million gallons per day (MGD) and a maximum monthly average discharge of approximately 0.3585 MGD. The water is discharged into Queen Creek, a tributary of the White Oak River Basin, on the north side of NC Highway 24, approximately 0.75 miles east of the WTP. In the vicinity of the discharge location, Queen Creek has a surface water classification of SA; HQW waters (i.e. High Quality Waters within tidal surface waters which used for shellfishing or market purposes). The system is currently working with others to provide a Discharge Alternatives Evaluation due to historical sampling results which have indicated the potential for causing aquatic toxicity in the receiving stream. Records were readily available, organized and complete. The facility was clean and well organized. The facility is in compliance with Permit NC0083321. Lagoon 1 is cleaned out every 3 years and is planned to be cleaned later this year. The system staff have started taking measurements on sludge thicknesses within each of the lagoons. The system has investigated methods to decrease algae build-up (including stocking lagoons with fish, etc.) and continue to explore alternatives.
