The proposed maintenance and repair activities, as detailed in the attached plan drawings, are summarized as follows: a) Repairs to the 1,630-foot long bulkhead that outlines most of the waterfront assets at SFO Fort Macon. The repairs would entail the installation of a new composite sheet pile formwork immediately outboard of the existing concrete sheet piles and concrete cap. The area between the new composite sheet pile formwork and existing concrete sheet piles would be filled with either stone or flowable fill. b) Repairs to floating docks B, A & C. The three (3) floating docks are located at the southern end of the SFO Fort Macon waterfront. Floating Dock B is the easternmost dock, Floating Dock A is the middle dock, and Floating Dock C is the westernmost dock. The three floating docks and associated aluminum gangways will be replaced in -kind with new concrete floating docks with external timber wales and continuous non -marking rubber edge fenders around the perimeter. New electrical service (tied into the existing electrical service at the bulkhead) and shore power pedestals will be provided at the floating docks. The existing timber 3-pile clusters at the northern end of each floating dock will be replaced in - kind with new timber pile clusters. c) Repairs to the 51.5' by 8' wood dock located at the west end of the waterfront. The timber superstructure, mooring system, and fender system of the wood dock will be replaced. The existing timber stringers and decking will be replaced with new composite materials. The associate timber fender system will also be replaced. d) Repairs to the South Basin Breakwater/Concrete Groin. The repairs would entail the installation of a new composite sheet pile formwork on the east side of the existing concrete sheet piles and concrete cap. The area between the new composite sheet pile formwork and existing concrete sheet piles would be filled with either stone or flowable fill. To completely encapsulate this fill material, a concrete cap extension would be constructed on top of the composite sheet pile formwork and anchored to the existing concrete breakwater cap. e) Repairs to the concrete modular block revetment that is located at the westernmost end of the SFO Fort Macon waterfront. Repairs to the block revetment will be undertaken on an approximate 22-ft section of concrete revetment that has experienced undermining/settlement. The repairs will entail the removal, repair and reinstallation of the entire 22-ft section, plus an additional length on either side where potential undermining may exist. Repair of the revetment would include removal of the existing concrete mats, redressing the existing slope, placing a geotextile filter fabric, and repair/reinstallation of the concrete mats. Since the revetment settlement is very localized, it is also possible that the bank in the immediate area may be excavated to attempt to determine the underlying cause of the slope failure (possibly due to an old buried drainage pipe). f) Repairs to the security fencing located at the easternmost end of the waterfront. Repairs to the security fencing will entail the removal and replacement of 120-ft of existing security fence. Where existing grade extends below the bottom edge of the chain -link fence, a new composite sheet pile wall be installed so that the top extends 3-ft to 4-ft above grade. A new chain -link fence will then be installed on top of the composite sheet pile wall to provide a security barrier similar to the existing barrier. Previous discussions with your offices have indicated that the proposed actions are likely candidates for authorization under Nationwide Permit No. 3. Accordingly, attached please find a Pre -Construction Notification and project drawings that depict the proposed work in more. It should also be noted that a Coastal Zone Management Act Federal consistency determination has been prepared for this project and submitted to the North Carolina Division of Coastal Management. Page 10 of 10 Waterfront Repairs at USCG Sector Field Office Fort Macon Nationwide Permit 3 Pre -Construction Notification (PCN) Form Additional Information 3a Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The USCG Fort Macon is a 19-acre facility established in the mid 1960's. The Station's basin system consists of an inner (small boat basin), center and outer basin of ranging depths to accommodate different sized vessels. The shoreline of the basins consists of various docking facilities, including mooring clusters and fenders, as well as various shoreline stabilization measures. Land -based facilities consist of facility buildings, and associated infrastructure including parking areas, storage sheds, roadways, walkways, and fences. 3d Explain the purpose of the proposed project: Perform necessary repairs to portions of the Stations docking facilities, including mooring clusters and fender systems, and shoreline stabilization structures to ensure that the necessary functions of the Station are not diminished. 3e Describe the overall project in detail, including the type of equipment to be used: The United States Coast Guard (USCG) intends to carry out maintenance and repair activities for docking facilities and shoreline stabilization structures at the USCG Sector Field Office Fort Macon (SFO Fort Macon), in Carteret County, North Carolina. The proposed maintenance and repair activities, as detailed in the attached plan drawings and site survey report, are summarized as follows: a) Repairs to the 1,630-foot long bulkhead that outlines most of the waterfront assets at SFO Fort Macon. The repairs would entail the installation of a new composite sheet pile formwork immediately outboard of the existing concrete sheet piles and concrete cap. The area between the new composite sheet pile formwork and existing concrete sheet piles would be filled with either stone or flowable fill. b) Repairs to floating docks B, A & C. The three (3) floating docks are located at the southern end of the SFO Fort Macon waterfront. Floating Dock B is the easternmost dock, Floating Dock A is the middle dock, and Floating Dock C is the westernmost dock. The three floating docks and associated aluminum gangways will be replaced in -kind with new concrete floating docks with external timber wales and continuous non -marking rubber edge fenders around the perimeter. New electrical service (tied into the existing electrical service at the bulkhead) and shore power pedestals will be provided at the floating docks. The existing timber 3-pile clusters at the northern end of each floating dock will be replaced in -kind with new timber pile clusters. c) Repairs to the 51.5' by 8' wood dock located at the west end of the waterfront. The timber superstructure, mooring system, and fender system of the wood dock will be replaced. The existing timber stringers and decking will be replaced with new composite materials. The associate timber fender system will also be replaced. d) Repairs to the South Basin Breakwater/Concrete Groin. The repairs would entail the installation of a new composite sheet pile formwork on the east side of the existing concrete sheet piles and concrete cap. The area between the new composite sheet pile formwork and existing concrete sheet piles would be filled with either stone or flowable fill. To completely encapsulate this fill material, a concrete cap extension would be constructed on top of the composite sheet pile formwork and anchored to the existing concrete breakwater cap. e) Repairs to the concrete modular block revetment that is located at the westernmost end of the SFO Fort Macon waterfront. Repairs to the block revetment will be undertaken on an approximate 22-ft section of concrete revetment that has experienced undermining/settlement. The repairs will entail the removal, repair and reinstallation of the entire 22-ft section, plus an additional length on either side where potential undermining may exist. Repair of the revetment would include removal of the existing concrete mats, redressing the existing slope, placing a geotextile filter fabric, and repair/reinstallation of the concrete mats. Since the revetment settlement is very localized, it is also possible that the bank in the immediate area may be excavated to attempt to determine the underlying cause of the slope failure (possibly due to an old buried drainage pipe). f) Repairs to the security fencing located at the easternmost end of the waterfront. Repairs to the security fencing will entail the removal and replacement of 120-ft of existing security fence. Where existing grade extends below the bottom edge of the chain -link fence, a new composite sheet pile wall be installed so that the top extends 3-ft to 4-ft above grade. A new chain -link fence will then be installed on top of the composite sheet pile wall to provide a security barrier similar to the existing. 5d What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat? E-mail correspondence from Kathryn Matthews of the USFWS Raleigh office that indicated "The only listed species we have in the area is the West Indian manatee. We recommend that you follow the 2017 Manatee Guidelines https://www.fws.govlraleighlpdfs/manateeguidelines.pdf)." The Manatee Guidelines will be followed for this project. 6b What data sources did you use to determine whether your site would impact Essential Fish Habitat? Attempts to contact the National Marine Fisheries Service office that serves this area (Beaufort, NC) were not successful. However, because docking facility repairs are taking place within same general footprint as existing footprint(s), and shoreline stabilization repairs involve placement of 2 composite sheetpile structures immediately in front of the existing shoreline stabilization structures, impacts to adjacent fisheries habitat will be sort -term and minimal. 7b What data source did you use to determine whether your site would impact or historic archaeological resources? Based upon direct conversation with North Carolina State Historical Preservation Office (SHPO), impacts to unknown archaeological resources are not likely due to the developed nature of the USCG property. However, the project is adjacent to the Fort Macon State Park, which contains a restored Civil War -era fort that is listed on the National Register of Historic Places. The most likely impacts from activities taking placing at USCG Sector Field Office Fort Macon would involve the potential for visual impacts to the State Park. The reason I didn't do the E-PCN was I couldn't figure out how to fill the E-PCN out for the USCG, then have them edit it, send back to me for more edits, then back to the USCG for final approval and signatures, then back to me to add final construction drawings and submit the package. Also, I looked at the USACE — Wilmington regulatory web page and it said that the E-PCN was suggested but not required, so I thought this method was Ok. Is there any way we can make this work this time, since the USCG is apparently now ready to put this project out for bid? Any advice would be appreciated. Please let me know if we need to talk about it.
