Memorandum of Understanding
Between the Regional Stormwater Partnership and Rising Solutions, PLLC
Introduction:
The Regional Stormwater Partnership (RSWP) was formed as a forum for stormwater
professionals to work collaboratively on local stormwater issues. The RSWP is currently
composed of municipalities that provide education and outreach activities as part of their
Clean Water Act stormwater permit requirements.
The Rising Solutions, PLLC will provide a collaborative working relationship and an
administrative home with the RSWP. This matches well with the vision of the Rising
Solutions, PLLC for being a regional focal point to facilitate, implement, and inspire
collaborations which will sustain and enhance natural systems and the services they provide.
The RSWP will also benefit in developing this relationship with the Rising Solutions, PLLC
from the experience related to stormwater and its team's reputation for conducting
successful outreach activities through the Environmental Assistance Office.
As a new form of community engagement for the RSWP and the Rising Solutions, PLLC,
this relationship meets the mission of the organizations through a commitment to the
environment, as a meaningful collaboration throughout the region and provides unique
opportunities to enhance personal and professional growth building a stronger community
and workforce with knowledge of stormwater issues.
Facilitation Arrangement:
The Rising Solutions, PLLC will provide a collaborative working relationship and an
administrative home with the RSWP for five years beginning July 15th, 2017 to June 30th,
2022. This Memorandum of Understanding (MOU) may be renewed or modified upon
consent in writing by all parties. This arrangement may also be terminated at will by any
party at the end of a fiscal year when notice is provided by a party by January 151' of the
previous fiscal year.

To facilitate the partnership and assist with services, the Rising Solutions, PLLC will
have a yearly services agreement, to be approved by the executive committee, that will assist
in defining the needed scope of work to be provided by the Rising Solutions, PLLC and the
budget paid by the RSWP for these services. Failure by the parties to agree on the terms of
a services agreement, or the termination of a services agreement pursuant to its terms, will
also result in the termination of this MOU.
The services agreement for July 15, 2017 - June 30, 2018 has been included with the
MOU for approval by each RSWP member entity.
Responsibilities of the Partnership:
The RSWP will work together in developing their goals and programs which will be most
beneficial to its partnership entities. The leadership of the RSWP will reside within its
executive committee and membership to determine its mission, goals, and yearly action
plans.
The RSWP is funded through a system of fees from each member entity and uses these
monies to finance their programs. These fees will be used as approved by the executive
committee to fund the services provided by the Rising Solutions, PLLC, provide services
and programs to the entire RSWP, and other needs of the RSWP. Member entities will pay
member fees determined by the tiered fee structure total amount agreed upon by the RSWP.
The members of the RSWP include representatives from:

Members may be added to the MOU by signing this agreement.

Responsibilities of Rising Solutions, PLLC:
As a facilitator to the RSWP, the Rising Solutions, PLLC would provide important
oversight and management functions as further detailed in the annual services agreement,
including:
1) yearly planning meetings;
2) organizational structure development;
3) member meetings;
4) website management;
5) annual workshop;
6) fiscal management;
7) grant research;
8) facilitation of collaboration, innovation, and growth; and
9) administrative management.
Other services as agreed upon by the parties may be included in the annual services
agreement.
