In accordance with the Town of China Grove Code of Ordinances, Article V, Section 54-361, this letter is being sent to you to
serve notice that the < facility>, located at <address of facility>, China Grove, NC, is in violation of the Town of China Grove
Stormwater Management Ordinance.
"Illicit discharge means any unlawful disposal, placement, emptying, dumping, spillage, leakage, pumping, pouring, or other
discharge of any substance other than stormwater into a stormwater conveyance system, the waters of the state, or upon the land
such that the substance is likely to reach a stormwater conveyance system or waters of the state constitutes an illegal discharge, "

You are receiving this letter from the Town of China Grove dated, <date> regarding <description of illicit discharge>. As
mentioned in the letter <as well as in previous telephone conversations>, the discharge of this material to <the storm drain system
(including drainage ditch)> is considered an illicit discharge per the Town Stormwater Management Ordinance. Runoff from the
property flows to < Creek>.
On <date> Town of China Grove staff preformed a inspection/follow up inspection at the reference site. As evident by the
attached photos, < > continue to be a problem.

Corrective Actions
To correct these violations, you must:
1. Stop <the activity>.
2. Clean-up and restore the area. Cleanup methods must either employ dry clean-up procedures, or with all washwater
must be collected and property disposed of as wastewater. No washwater is allowed into the storm drainage system.
3. Dry clean-up methods, may include using granular clay sorbents such as kitty litter or "Oil-dri" to soak up <liquids> so that
the materials can be swept up for proper disposal.
4. Avoid washing down outdoor areas. Any washwater used must be collected and properly disposed of as wastewater.
5. Find an acceptable alternate method of disposal of the material. Disposal to the City's sanitary sewer system through
indoor sink drains may require pretreatment and approval from the City's Water Resource Department.
6. Do not repeat this activity in the future. <This may also involve incorporating Stormwater Pollution Prevention Practices
into your operations and training your employees and contractors.>
Penalties
We request that these actions be completed within 30 calendar days from receipt of this letter. If no corrective action is taken
within 30 calendar days the Town of China Grove will take legal action, including criminal and civil penalties.

446(F), the Town of China Grove will issue a CIVIL PENALTY on the dates specified below, and are in addition to any
administrative costs, attorneys' fees and other relief as provided by law. No additional warning periods will be provided.
