On September 16, 2020, a site inspection was conducted for the Old Dominion Freight Line, Inc. - FAY facility located at
3939 Gillespie Street, Fayetteville, Cumberland County, North Carolina. A copy of the Compliance Inspection Report is
enclosed for your review. Mr. Jeremy Gregory, SVC Manager - Sales and Service, was also present during the inspection
and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered
by NPDES Stormwater General Permit NCG080000 under Certificate of Coverage NCG080975. Permit coverage
authorizes the discharge of stormwater from the facility to receiving waters designated as an unnamed tributary of Rockfish
Creek, class C waters in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG080000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Inspection for compliance with NCG080000 permit conditions conducted in response to submittal of application for No
Exposure Certification. Met with Jeremy Gregory, SVC Manager - Sales and Service, to review the facility's Stormwater
Pollution Prevention Plan (SPPP) and available monitoring records as well as make observations of site conditions for
verification of no exposure applicability. Facility's SPPP is well written containing all permit required components and
documentation associated with the annual review/update requirements. Qualitative monitoring of stormwater discharges at
the facility's single outfall has been conducted and recorded for the second half of 2019 as well as the first and second half
of 2020. Fueling and major vehicle preventative maintenance such as oil changes is conducted offsite, however some
containers of oil, anti -freeze, etc. are maintained at the facility inside an enclosed storage shed just for topping off vehicle
fluids. Facility has spill kits available in the event of a minor spill. Vehicle washing is conducted onsite by a contractor that
contains and then disposes all wash water offsite. After the records review, observations were made in and around the
vehicle fluid storage shed, two stormwater catch basins leading to the single outfall and overall site conditions. At the time of
inspection, facility appeared to be well operated and maintained.
Facility qualifies for No Exposure Certification, which will be approved under separate correspondence.
