Subject: Request for Additional Information
Stormwater Permit No. SW6190901
Hoke Landing Phase II
Hoke County
Dear Mr. Nobles:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on November 11, 2019. A review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
1. Original Comment 2 — "Sheet C-01 is missing a scale bar (Section VI, 8f)." This sheet is
still missing a scale bar showing the scale of the main section of this sheet. It is noted that
the project location insert is labeled as "NTS". Please provide a scale bar for the main
section of this sheet.
2. Original Comment 6, b, vii — "Line 10, DA 1 — These values should match the
corresponding values from the table in Section IV, 10." Please add the future BUA
amount, as shown in Section IV, 10 of the application, to the Supplement-EZ Form.
3. Original Comment 6, c, i — "Line 2 — This value should be the WQv (1" storm)." The
WQv, as shown in the provided calculations and on the Drainage Area sheet of the
Supplement-EZ Form, is 18,926 cf. Please use this value.
4. Original Comment 6, c, viii — "Line 44 — The forebay exit must be shallower than the
forebay entrance." Per Wet Pond MDC 5(b), the forebay entrance shall be deeper than the
forebay exit.
5. Original Comment 7 — "Please show the stormwater maintenance access and easement on
the plans (General MDC 8 & 9)." It is noted that the maintenance access is shown on the
plans, however the easement is not included. The easement should include the

maintenance access, and the entire footprint of the SCM system (including the side
slopes, forebay, riser structure, outlet, dam embankments, emergency spillway, etc...).
6. The project percent impervious area shown in Section IV, 8 of the application (74.53%)
does not match the value shown on the Supplement-EZ Form (79%). Please revise for
consistency.
7. Per our phone conversation on 12/12/2019, since the project area will not be sold off in
the foreseeable future, deed restrictions limiting the BUA per lot are not required. Please
let me know if you would like to keep the previously provided deed restriction included
in this permit or if you would like it to be removed.
8. Sheet C-06 — The pond inset shows the bottom elevation of the forebay as 238. Please
revise for consistency with the provided stage storage table and calculations.
9. Supplement-EZ:
a. Cover Sheet:
i. Please provide an original, signed and stamped Supplement-EZ Form.
b. Drainage Area:
i. Line 18, Entire Site — This item is not required.
c. Wet Pond:
i. Line 25 — The elevation of the temporary pool should reflect the elevation
of the design volume, 18,926 cf, in the storage area above the permanent
pool. The provided elevation is incorrect since, per the provided stage
storage table, the volume of water that can be stored above the permanent
pool at elevation 245.75 is 22,440 cf, which is larger than the design
volume. The correct temporary pool elevation should be somewhere
between elevations 245 and 245.75.
ii. Line 26 — The surface area of the main pool at the permanent pool
elevation should not include the forebay. Per the provided stage -storage
table, the main pool surface area at the permanent pool elevation is 9,137
sf. Please use this value.
iii. Line 27 — Similar to the previous comment, the volume of the main pool at
the permanent pool elevation should not include the forebay. Per the
provided stage -storage table, the main pool volume at the permanent pool
elevation is 30,270 cf. Please use this value.
iv. Line 28 & 29 - Equation 2 in the Manual calculates the average depth of
the wet pond as the main pool volume (at the permanent pool elevation)
divided by the main pool surface area (at the permanent pool elevation).
For these calculations, the forebay portion of the wet pond should not be
included. Per the provided stage -storage table, the main pool volume is
30,270 cf and the main pool surface area is 9,137 sf. Please use these
values to calculate the average pool depth (Line 28) to be used with the
SA/DA tables.
v. Line 32 — Please use the value from the provided stage -storage table for
the forebay volume at the permanent pool elevation, 5,326 cf.
vi. Line 40 — Please use the corrected elevation from Line 25 to recalculate
the drawdown time for the temporary pool.
vii. Lines 43 & 44 — The depth of the forebay, as shown on the pond cross-
section of sheet C-06 is less than the reported 72 inches. Please revise for
consistency.
10. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
documents. Pdfs must be uploaded using the form at:
https://edocs.deq.nc.gov/Forms/SW Project Submittal
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to January 12, 2020, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW6190901 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
