4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The site is currently undeveloped and mostly forested. The south-central part of the site is mowed and a dirt road provides access to this area off of Morada Bay Court to the east.
Several freshwater wetland areas epst in the northern and central part of the site. Bogue Sound abuts the southern part of the site and freshwater and coastal wetlands are located
here.

The purpose of the project is to construct a park for the enjoyment of Carteret County residents and visitors. Wetland impacts are needed to construct a road that will provide access
throughout the property.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project consists of the construction of a park for the County residents and visitors. A road will provide access from Hwy 24 south through the property. The road itself will be 20 feet
wide. It will have shoulders and shallow swales. It will terminate in the southern part of the site at a parking lot. Track hoe, loader, dump truck, bob cat, and other standard construction
equipment will be used.

The NC Natural Heritage Program database was used to determine the presence of rare species. No federally listed species are known to occur on
the site. The red -cockaded woodpecker, Atlantic sturgeon, West Indian manatee, and rough -leaved loosestrife are known to occur within one mile of
the site. The sturgeon and manatee are likely in Bogue Sound, adjacent to the site. No impacts to this habitat type will occur from the project. Forested
areas contain a mix of loblolly pines and hardwoods with a moderate shrub layer and would not be suitable habitat for the RCW. Wetlands are fairly
dense and would not provide suitable habitat for loosestrife.
